The Solution Innovation District (SID), by the Government of Anambra State, Nigeria, and Dhahran Techno Valley Holding Company (DTVC), a leading science and technology hub based in the Kingdom of Saudi Arabia, have signed a Memorandum of Understanding (MoU) to strengthen collaboration in research, innovation, entrepreneurship, and technology commercialization.

The agreement, signed during a high-level innovation engagement in Beijing, marks the beginning of a strategic partnership designed to accelerate innovation-driven economic growth across Africa and the Middle East.

Under the MoU, both parties will collaborate in key areas including:

African Export-Import Bank (Afreximbank) has intensified the push for more empowerment opportunities for youths in Africa, insisting that the future and relevance of the continent in global socio-economic discussions lies in its youths.

Professor Benedict Okey Oramah, the president of the Bank, stated this at the 5th edition of youth summit organised by Grand Africa Initiative (GAIN), a pan-african non-governmental organization, in Abuja on the theme “Connecting Africa through Youth Entrepreneurship and Digital Innovation”.

Over the years, youth representatives from 91 countries, officials of Federal and State governments, development partners, notably, Development Bank of Africa (DBN), Afreximbank, and several others participated in the Summit.

The Afreximbank President in his submissions, said Africa is home to the youngest and fastest-growing population in the world, with more than 60 per cent of the continent’s population under the age of 25.

“This vibrant and dynamic youth population represents not only a challenge but also an immense opportunity for growth, innovation, and transformation across the continent.

“The youths of Africa are increasingly becoming the driving force of economic and social change. Their energy, creativity, and resilience are leading the charge in reimagining what is possible for the future of our nations.

“Yet, while this youth population holds immense potential, they often face significant challenges which include limited access to education and skills training, a lack of job opportunities, and barriers to entrepreneurship.

“With our youth population projected to double by 2050, young people are the driving force behind what we see today as Africa’s economic transformation. Our youths are creative, resourceful, energetic, innovative and resilient.

“A recent empirical survey of 4,507 young Africans from 15 countries shows that 78 per cent of young Africans between the ages of 18 and 24 plan to start businesses within the next five years. They need the necessary knowledge, mentorship, and support, particularly digital infrastructure to enable them succeed.”

“The theme of this year’s Summit provides us with the opportunity to critically examine the nexus between youth entrepreneurship and digital transformation for a prosperous Africa, which is more recognized as the continent of the future because of its vast natural resources, vibrant youthful population, and rapidly expanding markets.

“With a rich abundance of resources and untapped potential, Africa stands at a critical juncture where strategic investments and innovations could propel it to become a global leader in various sectors.

“The continent’s demographic profile, particularly its youth, offers a unique advantage that can drive the next wave of economic growth and development. But to unlock Africa’s full potential for growth and prosperity, a focused and concerted approach is required.

“Undisputedly, the youths of Africa represent a tremendous resource that is currently underutilized. With over 70 per cent of the population under the age of 30, the continent has an energetic and innovative workforce, but the major hindrance to harnessing the full potential is the lack access to the necessary resources, education, and support systems to turn their ideas into viable businesses or impactful ventures.”

He insisted that deliberate policy actions must be undertaken by governments and other interlocutors to empower the youth to engage in entrepreneurship in order to create jobs, foster innovation, and diversify African economies.

The Kenyan Diplomat further stated that entrepreneurship is a critical component of Africa’s economic future and by creating an environment where young people can thrive as entrepreneurs, Africa will be able to harness the full power of its youthful population.

“This can be achieved by providing access to finance, mentorship, and networks that encourage innovation and risk-taking. “With the right tools and support, the youths can drive entrepreneurship that fuels economic growth, while digital infrastructure would enhance efficiency and connectivity across the continent.”

Meanwhile, Ms. Chinwe Okoli, the founder of the organisation, in her remarks, said that for many years, the organization has engaged in developing and harnessing unique ideas, talents and abilities of young ones in Africa, helping them to succeed in education, entrepreneurship, innovation and employment.

She said:

“We have trained, mentored, and empowered African youths with digital, leadership, employability, and entrepreneurial skills for self-sustenance and professional growth using the limited resources available to us.”

A participant, Abdullahi Musa, described the Summit as an eye opener for him, considering the knowledge that was made available to him.

Anambra State marked a significant milestone in its journey towards technological advancement with the adoption of the Nigeria Startup Act (NSA).

The 2-day Ecosystem Stakeholders Engagement and Validation Session, held at the Solution Innovation District Center in Awka in December brought together key stakeholders, government officials, and industry players to discuss the adoption of this ground-breaking legislation and validate pertinent issues that should be considered.

The event, hosted by Ms Chinwe Okoli, the Special Adviser to the Governor on Innovation and Business Incubation, witnessed the presence of esteemed dignitaries such as the Deputy Governor of Anambra State, Dr Onyekachukwu Ibezim, Commissioner for Industry, Christian Udechukwu; Commissioner of Youth Development, Patrick Aghamba; Commissioner for Budget and Economic Planning, Mrs Chiamaka Nnake; MD of the Anambra State ICT Agency, Mr Chukwuemeka Fred Agbata (CFA); MD of ANSIPPA, Mr Mark Okoye; State adoption lead of the NSA, Mrs Tracy Okoro, and various stakeholders including the academia, hub founders, startups, tech community, NASME,  partners, tech enthusiasts and relevant stakeholders in the State.

The Deputy Governor, Dr. Onyekachukwu Ibezim, reiterated the importance of embracing technology, stating that Mr Governor, Professor Charles Chukwuma Soludo CFR is a tech-driven leader. He emphasized the urgency for the State to embrace technology and become champions of positive disruption and leaders of the global technology revolution.

Dr Ibezim highlighted the human capital development agenda of Mr Governor, which is to leapfrog our students and youths to become Africa’s digital tribe that offers solutions to problems through technology.

He encouraged the youths to think big and unlock their great ideas, calling them the ‘gold of the state’.

The Deputy Governor appreciated Ms. Chinwe Okoli for her passion and integrity in driving the innovation ecosystem in the state.

Earlier, Ms Chinwe Okoli, in her opening address, expressed joy at the enthusiasm of Ndi Anambra towards technological advancement.

She stated:

“Mr Governor, Professor Charles Chukwuma Soludo is committed to championing the ‘everything technology and technology everywhere’ agenda towards transforming Anambra to become the Silicon Valley of Africa. So the administration is intentional about building the technological capacity of Ndi Anambra through various programs of the Solution Innovation District – Code Anambra, LevelUp Anambra, business incubation, business clinic for SMEs etc-.

Ms Okoli emphasized that “adopting the Nigeria Startup Act in the state would create the required enabling environment for startups to thrive in the State”. The new act in Anambra will be expected to offer tax incentives, reduce regulatory burdens, and provide funding opportunities.

She called for collaborations between academia, government, private sectors, angel investors, venture capitalists, hub founders, startups, and other stakeholders to propel the state to the forefront of the global innovation ecosystem.

On her part, Mrs Chiamaka Nnake, Commissioner for Budget and Economic Planning, emphasized that the adoption of the NSA in the state would protect investors and investments while ensuring the sustainability of businesses over time.

Chukwuemeka Fred Agbata (CFA), the managing director of the Anambra State ICT Agency concurred that NSA adoption in the state needs to reflect the reality and comparative advantage of the state.

Noting that the state is known for commerce and embracing e-commerce is essential.

He called on the ecosystem to take collective action, stressing that innovation requires collaboration between the private sector and the government.

The State adoption lead of the NSA, Mrs Tracy Okoro, explained that the act was built on four pillars: funding, human development/capacity building, infrastructure (internet connectivity), and  regulations.

She underscored the NSA as the co-creation of displacement and disruption enacted to establish the need for innovators and government to collaborate in creating a conducive environment for technology-enabled businesses to thrive. She emphasizes that what will become the ACT in Anambra State will reflect its peculiarities.

Code Anambra is designed to equip Anambra youths with the knowledge, expertise and practical skills in various core and advanced digital skills, including Web Development (Frontend), Web Development (Backend), Cloud Computing, Mobile App Development, Machine Learning, Game Development, Artificial Intelligence, Search Engine Optimization (SEO), Blockchain Technology, Product Management, Cyber Security, UI/UX Design (Product Design), Digital Marketing and Arduino Programming/Internet of Things.

This initiative again reflects the commitment of Governor Charles Chukwuma Soludo‘s vision towards promoting innovation, technology entrepreneurship, and job creation in the state.

Code Anambra is a continuous cohort-based program. It is a four-month program that comprises intensive training, learning, and project phases.

Code Anambra is open to both indigenes and residents of Anambra State who possess a certain level of proficiency in using computers.

By participating in this training program, individuals will have the opportunity to enhance their technical skills and embark on a promising career path within the thriving software development industry.

The program is open to Anambra indigenes and residents. Participants have two options- join the program completely on-site or completely online.

Upon the successful completion of the program, top performers will have the unique opportunity to be connected with internship placements in reputable tech companies and organizations. Additionally, outstanding participants could also be matched to available jobs through the Anambra Jobs Program providing them a direct pathway to contribute to the growth of the local tech ecosystem.

The conference chaired by the Commissioner for Industry, Anambra State Mr. Christian Udechukwu was held at Chukwuemeka Odumegwu Ojukwu University, Igbariam Campus.

Speaking on the topic “Breaking Barriers to Innovation, Local Manufacturing and Technology Development in Nigeria, Shedding light on critical barriers to innovation and technology in Nigeria”, Ms. Okoli revealed that one of the major setbacks to innovation is ignorance to opportunities offered by technology and innovation.

She reiterated the relationship existing between innovation, technology and local manufacturing, stressing on it’s imperative of potentially impacting on the state.

While highlighting some of the strides of the present administration aimed at reinventing the staring into the creative digital capital of the Country, Ms. Okoli emphasized that the target is to transform the Solution Innovation District into the “Silicon Valley” of the South Eastern Nigeria.

She hinted that the Governor has muted the idea of designating the current government house as the permanent site of the SID once he relocates to the new government house next year.

“Governor Soludo has set up a well-equipped SID centre in Awka, equipped with digital skills’ lab, robotics lab, co-working space, steady power and internet access.

“Our mandate is to activate, build and scale the innovation ecosystem in the State. We offer digital skill training and services, incubate start-ups, and train innovative SMEs in Anambra State”, Ms. Okoli noted.

She asked participants to acknowledge the barriers to innovation but always remain focused on solutions, pointing out that the university needs to be a hub of smart ideas such that students graduate with both their certificates and innovative businesses which they founded.

Earlier in his opening statements, Mr. Udechukwu espoused on the University’s commitment to the mandate of nurturing students who are excellent in character and  knowledge.

Mr. Udechukwu asked students to rally ideas to the body of knowledge before graduating, underlining the importance of graduating as innovators with integrity.

He highlighted the symbiotic synergy between the government, industry, and academia, saying that the conference offers a veritable platform for the relationship to blossom, adding that the mandate of the government of Professor Soludo is to support local manufacturing and innovation through the “Made in Anambra Project”.

He also spoke on the significance of harnessing the finest ideas emerging from the University for commercialization in partnership with the private sector.

Highpoint of the conference was the announcement of the winners of the “Mr. Governor’s Prize for Young Scientists and Future Innovators,” a competition, open to secondary schools, recognized exemplary inventors, innovators, and tangible technological products.

The schools that won and their inventions include Regina Pacis Model Secondary School, Onitsha who took the first position for inventing a Gas Leakage Detector, Choice De Immaculate Demonstration, Obosi who took the second position for inventing  a Speech Vibrator for the Deaf, as well as Deeper Life High School, Nteje who took the third position for inventing a Robot to Stop Moving Vehicles from Obstacles.

Divine and British School also invented Phototherapy Machine for Jaundice.

In his welcome address, Professor Greg Nwakoby, the Vice Chancellor, represented by Professor Mathias Ananti, the Deputy Vice Chancellor, Administration, emphasised that Chukwuemeka Odumegwu Ojukwu University places high premium on research and innovation which informs the huge investments the university is making in staff motivation, human capacity and infrastructural development which according to him had catapulted the profile of the university in regional and global university rankings.

In attendance were Lady Ada Chukwudozie, Mr. Ajimijaye Silas Omomehin of the Nigerian Content Development & Monitoring Board, MD OMAA Motors, Mr Chinedu Oguegbu among others.

They were received by the university management and representatives including, Prof. Mathias Ananti, DVC Administration, Prof. Osita Chiaghanam, Deputy Vice Chancellor (DVC) Academics, Sir Chris Obi, Registrar, Dr. Nath Udezo, Bursar, Prof. K.K. Nwozor, Dean of Physical Sciences, Dr. E. Onyema Iloh, Sub-Dean of Physical Sciences among others.

Anambra State Governor, Professor Chukwuma Charles Soludo, has appointed Chinwe Okoli as Special Adviser to the Governor on Innovation and Business Incubation. 

A holder of a Bachelors Degree in Economics from the University of Nigeria, Nsukka and a Masters Degree in Public Policy and Management from the University of London, United Kingdom, Chinwe F. Okoli also has a Diploma in Management of Higher Education Institutes from Galilee International Management Institute, Galilee, Israel.

A statement conveying the message her Okoli’s appointment was signed by  Paul Nwosu, Commissioner for Information, Anambra State.

She has received extensive local and international training and is experienced in the following areas: public policy design and assessment; managing high-level business relationships; liaising between governments and the private sector, academia and networks; design set-up and management of physical/digital innovation hubs; science parks; co-working spaces; innovation districts; angel investment networks/fund and thriving innovation and entrepreneurship ecosystems.

Her trainings include: Business Incubation (Facebook, Lagos and Silicon Valley, California, U.S.A); Business Acceleration (African Development Bank, Addis Ababa, Ethiopia); Angel Investment (African Business Angels Network  – ABAN – Nigeria); Fundamentals of Science Parks and Areas of Innovation (International Association of Science Parks and Areas of Innovation  IASP – in Iran and France); and Design, Structure, Set-up and Management of Science Parks, Innovation Hubs and Open Innovation Districts (Ideon SciencePark, Sweden).

She served as the Manager of the first university-embedded innovation hub in Nigeria located at University of Nigeria, Nsukka where she co-designed, and implemented the business structure, curriculum, and full startup incubation programme. She identified and coached students and youths who mostly had zero business ideas to develop competitive startup businesses.

She also served as the pioneer Manager of the first University-embedded Science Park in Nigeria called Lion Science Park, located within the University of Nigeria and focused on research commercialization and business acceleration. 

As a thought leader on youth development, innovation and entrepreneurship, she has contributed her knowledge and experience as a resource person at summit level forums such as the Heads of State and Government Summit of Organization of Africa, Caribbean and Pacific States (OACPS) held in Nairobi in 2019 as well as West and Central Africa knowledge-sharing event hosted by the EU and OACPS member States in Senegal which resulted in the Dakar Declaration and several other high-level policy influencing discussions. 

She has participated and served a Guest Speaker/Resource Person at global events in Nigeria, Sweden, Iran, Ethiopia, France, United States, Senegal, Kenya, United Kingdom, and Turkey.

Chinwe Okoli is the Founder of Grand Africa Initiative (GAIN), an Africa-focused non-governmental organization enabling African youths through training, mentorship, and support to develop and harness their unique ideas, talents, and abilities for success in education, entrepreneurship, and innovation. Within the last three years, GAIN through its programmes and trainings has reached over one million (1,000,000) African youths in over 90 countries.

She served as the Technical Assistant to Professor C.C Soludo at the Presidential Economic Advisory Council, Nigeria.

Passionate about youth, women and Africas development, she played a key role in championing the South Africa-Nigeria Youth Dialogue aimed at promoting integration, peace, entrepreneurship, innovation and social cohesion among the youths of both countries. 

She co-anchored the summit-level launch of the South Africa-Nigeria Youth Dialogue with Nigerias Minister of Foreign Affairs in December 2021. The event was launched by President Muhammadu Buhari of Nigeria and President Cyril Ramaphosa of South Africa.

The Anambra State Governor, Professor Charles Chukwuma Soludo has commissioned the temporary centre of the Solution Innovation District (SID) in Awka.

The Innovation district which is a one-stop shop for youths in the areas of innovation, technology and entrepreneurship, will provide training, incubation, and access to investment to spur the growth of the startup ecosystem in the State.

The district provides access to high-speed internet, steady power supply, conducive and serene environment for innovators, creators, the digital tribe to thrive.

Performing the function, Governor Soludo congratulated the 20,000 Anambra youths who recently participated in the initial training programme of the Solution Innovation District, ‘LevelUp Anambra’ for acquiring various digital skills online. 

The Governor thanked Microsoft and Wootlab Foundation for partnering with the State government to make the program a reality, revealing that the current Government House will become the permanent site of the Solution Innovation District once he moves into the new government house currently under construction. 

He added that Solution Innovation District is a sign of the state government’s commitment to developing Anambra youths.

“The world may be going east or west, but Nigeria must go through necessary disruptive changes. The removal of subsidy and floating of exchange rate are just some of these changes. It is quite auspicious that we are opening this district at this critical time.

“Our greatest resource is our human capital, and we want to mine it to its infinite elasticity. Only those who can see tomorrow. Only those who plan and work towards it, can control the future. I ask our youths to look up to opportunities in these ongoing disruptive changes.

“In a digital age, human capital appreciates with continuous usage. We must keep on innovating and acquiring multiple scalable skills to control the future.

“We want the youths and children of ndi Anambra to be prepared for this future- invention, innovation, and technology,” Governor Soludo said.

“We must focus on tomorrow. The old order is gone, so let’s not cry to bring it back. We are empowering and training our youths to control the future and become champions of the world.

“Technology is our mantra. We want to get technology to become our culture. Everything technology and technology everywhere!

“The 0.01 criminals that cause nuisance in our society cannot define us. They are completely insignificant,” the Governor stressed.

Earlier, the Special Adviser to the Governor on Innovation and Business Incubation, Ms Chinwe Okoli thanked the Governor for his commitment in actualizing the vision which she explained is quite timely.

“SID program includes business incubation, digital skills training, business acceleration, angel investment, outsourcing of the best talents out of Anambra. We also have plans to democratize innovation through schools and SID mini hubs in various locations”

The Commissioner for Youth Development, Mr Patrick Agha Mba and the Commissioner for Industry, Mr Christian Udechukwu respectively said that the district is in line with Governor Soludo’s commitment to develop Anambra youths.

The Anambra State Government, through its Solution Innovation District (SID) has announced the launch of its software development program called ‘Code Anambra’.

This is a comprehensive software development training program aimed at empowering the Ndi Anambra with advanced in-demand skills and opportunities in the global tech industry.

Code Anambra is designed to equip Anambra’s talented tech enthusiasts with the knowledge, expertise and practical skills in various software development areas, including Product Design, Frontend Development, Backend Development, Fullstack Development, and Mobile App Development.

This initiative reflects the commitment of Mr. Governor, Professor Charles Chukwuma Soludo CFR, towards promoting innovation, entrepreneurship, and job creation in the state.

Code Anambra

Code Anambra is a continuous cohort-based training program. The beneficiaries of each cohort will go through a four-month intensive training, learning, and project phases. The program also includes a two-month internship phase post training.

Code Anambra is open to both indigenes and residents of Anambra State who possess a certain level of proficiency in using computers.

By participating in this training program, individuals will have the opportunity to enhance their technical skills and embark on a promising career path within the thriving software development industry.

During the four-month on-site training period, participants will be exposed to a rigorous curriculum developed by industry experts.

They will gain hands-on experience, work on real-world projects, and receive mentorship from experienced professionals.

Code Anambra program is designed to encourage creativity, critical thinking, collaboration, enabling participants to excel in their chosen software development fields.

Upon the successful completion of the program, top performers will have the unique opportunity to be connected with internship placements in reputable tech companies and organizations. Additionally, outstanding participants could also be considered for job openings, providing them with a direct pathway to employment and contributing to the growth of the local tech ecosystem.

Ms. Chinwe Okoli, Special Adviser to the Governor on Innovation and Business Incubation, expressed her excitement about Code Anambra, stating,
