This position was underscored at the Africa Fintech Foundry Ecosystem Roundtable 7.0, a virtual engagement themed “The Capital Reset: What Technologies Are Still Fundable in Africa?”

Speaking on behalf of Kashifu Inuwa, the director general of NITDA, the Muhammad Aminu, special assistant on Digital Transformation to the DG, emphasised that investors are increasingly drawn to startups operating in environments supported by dependable digital infrastructure and clear, predictable policy frameworks.

He explained that digital infrastructure goes far beyond basic internet access.

According to him, it encompasses cloud computing systems, digital identity frameworks, payment infrastructure, data exchange platforms, interoperability standards, cybersecurity architecture, and emerging artificial intelligence technologies.

He noted that,

“These foundational systems significantly lower operational barriers for startups, enabling founders to focus on innovation, customer acquisition, and scaling, rather than having to build essential infrastructure independently.”

From an investment standpoint, Aminu observed that robust digital infrastructure reduces uncertainty, lowers operational risk, enhances scalability, and considerably cuts the cost of expansion, thereby making startups more attractive to both local and international investors.

He further highlighted several ongoing government initiatives aimed at strengthening Nigeria’s digital ecosystem.

These include sovereign cloud projects, data interoperability frameworks, cloud adoption policies, cybersecurity and data governance reforms, as well as the implementation of the Nigeria Startup Act.

In addition, he stressed that regulatory clarity and consistency in policy direction remain critical in attracting sustained investment into the technology sector.

Aminu also noted that NITDA is giving priority to human capital development through the 3 Million Technical Talent (3MTT) programme, describing skilled manpower as a vital component of digital infrastructure.

In conclusion, he stated that a strong, well‑structured digital infrastructure framework not only lowers the cost of innovation but also boosts investor confidence and supports the long‑term growth and expansion of Nigeria’s startup ecosystem.

Speaking ahead of the formal inauguration of a proposed cybersecurity advisory council, Inuwa disclosed that the Ministry of Communications, Innovation and Digital Economy plans to convene at least two additional stakeholder engagement sessions.

According to him, the move underscores a deliberate commitment to inclusivity and transparency, mirroring the collaborative framework adopted in developing Nigeria’s National AI Strategy.

He explained that the increasing integration of artificial intelligence into everyday systems has significantly altered the cybersecurity landscape, introducing more complex and unpredictable threats.

“AI is changing the game and elevating the threat landscape. The more we integrate AI into our lives, the more we need to change the way we look at cybersecurity. There are two fundamental issues we need to think about,” he said.

The NITDA boss highlighted the dual nature of emerging threats, noting that cyberattacks are now being carried out both on AI systems and through AI technologies, thereby expanding the scope and scale of vulnerabilities.

He further warned about the rise of advanced AI-driven social engineering tactics, particularly the growing use of deepfake technology.

“We are also witnessing increasingly sophisticated AI-driven social engineering. The emergence of deepfakes makes it difficult to distinguish between AI-generated audio or video and authentic content. There have even been instances where such technology is used during virtual calls,” he noted.

“This is the reality of the world we live in today, and it is not a challenge any single entity can address in isolation. The only way forward is to strengthen collaboration and deepen synergy between governments and the private sector,” he added.

Inuwa stressed that cybersecurity resilience depends heavily on collective responsibility, cautioning that weaknesses within any single organisation could expose entire networks to risk.

“We are only as strong as our weakest link. If one entity is compromised, it creates risks for others within the network,” he stated, referencing recent incidents in which financial institutions were exploited to gain access to broader payment systems and even government infrastructure.

Commending the Minister for initiating the cybersecurity advisory council, the NITDA DG described it as a crucial platform for enhancing cooperation, facilitating information sharing, and building a more resilient national digital ecosystem.

He reaffirmed the agency’s commitment to supporting the council and collaborating with stakeholders across sectors to strengthen Nigeria’s cybersecurity framework in the face of evolving AI-driven threats.

The DG also highlighted the need for improved collaboration between the security industry and the startup ecosystem, for increased efficiency and effectiveness.

Inuwa made these remarks while hosting the Commandant of the National Institute for Security Studies (NISS), Alhaji A. S Adeleke, represented by Deputy Commandant D. E Egbeji.

The visit included faculty members and participants of the Executive Intelligence Management Course (EIMC 17) with the theme “Artificial Intelligence, Security, and Emerging Economies in Africa: Challenges and Prospects,” held at the eGovernment Training Centre (eGTC), Public Service Institute of Nigeria (PSIN), Kubwa, Abuja.

Inuwa highlighted the unique approaches of the security and information technology (IT) sectors, noting that collaboration could harness the vast opportunities offered by IT, including the utilisation of Artificial Intelligence (AI), the Internet of Things (IoT), and other emerging technologies to strengthen the security sector.

“The way you do things in Security is different from the way we do things in the Information Technology (IT) sector but if we can work together, we can make things better by utilitising the numerous opportunities that IT offers leverage AI, IoT and Emerging technologies in strengthening the security sector.”

Regarding AI, Inuwa asserted that it is a driving force globally, dispelling common misconceptions by emphasising its role in simplifying tasks, providing quick answers, and offering solutions.

He categorized AI into three types based on capability: Narrow Intelligence, General AI, and Deep Learning AI. Narrow Intelligence involves machines outperforming humans in specific tasks, General AI can learn and apply knowledge, and Deep Learning AI uses neural networks, akin to the human brain.

Expanding on AI functionality, Inuwa delineated four categories: Reactive Machines, Limited Memory, Theory of Mind, and Self-Awareness. Reactive Machines operate solely on given data, lacking the ability to remember past information; Limited Memory can store and utilise historical data for predictive analysis, while Theory of Mind involves systems capable of understanding human behavior.

Inuwa added that the NITDA actively supports AI growth in Nigeria through initiatives like the National Centre for Artificial Intelligence and Robotics (NCAIR) and the ongoing development of the National Artificial Intelligence Policy.

Expressing openness to strategic collaboration, Inuwa highlighted that such partnerships align with the NITDA Strategic Roadmap and Action Plan (SRAP 2.0), particularly the pillar focused on forging strategic partnerships and collaborations.

He emphasized that synergistic relationships would amplify Nigeria’s digital initiatives and global presence.

“We are open to strategic collaboration as it aligns with a pillar of the NITDA Strategic Roadmap and Action Plan (SRAP 2.0) which is to Forge Strategic Partnerships and Collaboration. And synergistic relationships will amplify Nigeria’s digital initiatives and global presence,” Inuwa added.

In response, Commandant NISS Alhaji A.S Adeleke expressed the institute’s intent to learn from NITDA’s experience, seeking valuable insights to inform an executive brief for President Bola Ahmed Tinubu GCFR. This brief aims to contribute to policy formulation and implementation.

“We are here to share from your experience and to gather all we can from the beginning of the course, because at the end of the course we are expected to make an executive brief to President Bola Ahmed Tinubu GCFR that will aid policy formulation and implementation,” Adeleke said.

In his earlier comments, Dr. Aristotle Onumo, the Director of Corporate Planning and Strategy, offered a comprehensive overview detailing the evolutionary journey of NITDA from its inception to the present day. He delved into the agency’s historical milestones, charting its growth, development, and transformative initiatives over the years.

He underscored the role NITDA has played in shaping and steering the trajectory of information technology and development in Nigeria, showcasing its commitment to fostering innovation, digital literacy, and technological advancement.

Inuwa, who was represented by Babajide Ajayi, the agency’s Director of Zonal Offices Directorate (ZOD), stated this at the recently concluded e-Government Hackathon organized by the Ilorin Innovation Hub in collaboration with the Kwara State Government to discover solutions to real-life problems that can transform governance and public sector operations, with a focus on leveraging new technologies to bridge the existing governance gaps.

According to Inuwa, the enactment of the Nigerian Startup Act (NSA), which was the outcome of the collaborative effort of the ecosystem and the Presidency, spearheaded by the Federal Ministry of Communications and Digital Economy, under the leadership of the Honourable Minister, Professor Isa Ali Ibrahim (Pantami) is a testament that Nigeria is on the right track to harnessing the potential of the digital economy.

Inuwa argued that the NSA is aimed at providing; a legal and institutional framework for the development of startups, an enabling environment for the establishment and operation of startups, the development and growth of tech-related talents, and positioning Nigeria’s startup ecosystem as the leading digital technology center in Africa.

He also called on the Kwara State Government and all state governments across the country to key into the implementation of the NSA to provide opportunities and resources that will empower more indigenous tech innovators to churn out solutions for local problems.

Adding this will provide a platform of support to young innovators to develop and commercialize their innovative ideas and be able to compete favorably in the global innovation space.

Inuwa also appreciated His Excellency, the Executive Governor of Kwara State, Mallam Abdulrahman AbdulRazaq, for facilitating the partnership between the Ilorin Innovation Hub and the State Government by making the e-Government Hackathon a reality towards unveiling innovative solutions by Nigerian youths, and by serving as one of the sustainable pillars to position Nigeria as a leading entrepreneurial hub in Africa.

The DG further commended the organizers for the initiatives that focused on; power and renewable energy; hardware (the Internet of Things (IoT), drones, and mobile devices); connectivity; web and mobile applications; and security & privacy.

He said, “The Hackathon will serve as a veritable platform for our talented youths to showcase their innovative ideas and solutions, which the government is prepared to adopt for improved efficiency in public service delivery and increased productivity in government administration.”

“It is heartwarming to know that this hackathon is geared to support and promote indigenous talents to come up with relevant innovative solutions to our local problems, improve the way we do things, and engender prosperity in our environment.” So, this is a challenge for the participants to come up with clearly defined ideas and develop solutions with an emphasis on the five specific areas of the hackathon.”

He stated that “NITDA is proud to be associated with this laudable initiative. Your effort to drive the adoption of technology across the state is a demonstration of your administration’s commitment to transforming Kwara State into an economically viable and self-sustainable state where digital skills, youth empowerment, innovation, and technology thrive.”

Inuwa stated this in Abuja while delivering a paper at a hybrid symposium of the Nigeria eGovernment Summit 2022 themed: “Promoting eGovernment in Election Year for Improved Governance”.

Represented by Mr. Bernard Ewah, the acting Director, e-Government Development and Regulation Department, the DG NITDA said, “e-voting constitutes a very important aspect of ICT-enabled democratic governance. It generally aims at increasing participation of citizens in the electoral process and improving the outcomes of elections by addressing challenges associated with traditional voting practices”.

The NITDA boss explained that the e-voting technologies support one or more of the major phases of the electoral processes from the registration stage in the pre-voting phase to voting, balloting and verification to counting or tallying after voting.

Inuwa asserted that e-governance has become an important mechanism in enhancing citizens’ participation, monitoring and evaluating government projects, ensuring government accountability and transparency as well as transferring information from one sector to another. “e-government has transformed Nigeria into a world-class economy and has restructured our electoral and other government processes” he added.

He said, “Participatory democracy is one of the major requirements for achieving e-governance, particularly, where majority of the citizenry is disenchanted with the electioneering or democratic processes or government. For successful adoption of e-voting and e-government, grassroots mobilization through e-democracy should be encouraged.”

He disclosed that NITDA has an e-Government Master Plan that promotes the use of e-government at sub-national and grassroots, adding that, so far, Plateau, Benue, Jigawa, Ogun and Nasarawa states have benefited from this initiative.

Inuwa, while asserting that a unique feature of e-Governance in an election year is the increasing use of private or non-state infrastructure, noted that a lot of Nigerians are utilising personal devices and private networks to disseminate information relating to the forthcoming general election.

“As such, the role of government is to ensure that non-state actors including individuals and private businesses act responsibly and uphold the common interest of the Nigerian sovereignty.”

NITDA boss further stated that the adoption of electronic voting and transmission of results has the potential to drastically reduce the prospect of electoral violence because as long as the polling centers are well secured, political thugs will have little or no influence over proceedings as the results could be transmitted within minutes to the collation center.

He concluded that as the 2023 general elections draws nearer, electronic voting would play a paramount role.

He said, “E-voting is becoming a standard in electoral processes around the world, and Nigeria is poised to improve its ranking on the global e-governance index as well as toe the line of countries like Estonia, Brazil, India, Philippines and Australia who have all introduced e-voting at various levels in their political systems.”

Inuwa made this known in Lagos while giving a Keynote Address on “The Importance of Tech in the Creative Industry”, at the Africa Creative Market (ACM) event.

He stated that emerging technologies are disrupting the way humans produce, distribute and consume content, and that the creator of content remains central to everything.

The DG affirmed that Federal Government through NITDA, Inuwa confirmed is ready to partner with ACM to create talents and train them on how to use emerging technologies to excel and thrive in all they do, and plans are already underway to train one million app developers in the next 18 months.

“We are partnering with ACM after this Summit to train you on Metaverse, Artificial intelligence, Blockchain and many more. We are identifying people that need the training and we will get the best trainers in the world to come and train the trainers,” he noted.

The DG challenged African creatives to be part of the crop of people who will create Metaverse, as the days of playing the catch-up game by Africa are over.

He said, “the creation of Metaverse will help achieve three things. Firstly, it will ensure ownership and protect copyright. Before now, you can do your work and someone can take it and share it online without even making reference to the owner of that content at all. But with emerging technologies such as Blockchain, NFT, etc, it will help you to be recognized for your work. If anyone buys that work or shares, he will see the owner of the work”.

“Secondly, it will create a source of income for you. Unlike before, well, I can see even now in the most part of the world, when an art work is created, they sell it to one person and that’s it. Emphasizing on the value emerging technologies come with, Inuwa encouraged the audience to position themselves toward creating value from them.

That’s why we are here today and that’s why the government is partnering with you to help build talents and support the course of building the Metaverse, because it is going to be basically driven by creativity”, the DG said.

The Internet, Inuwa noted, enables viewing of things but affirmed that with the Metaverse, users will have the sense of emersion, and it will help Africans in telling their indigenous stories to the rest of the world while also capturing the needed value.

“According to research, the creativity market or the creative economy is valued at almost six trillion US dollars but Africa is perhaps capturing only 1.4 percent of that value; today in the world African music is one of the best, if you want people to dance, you’d have to play the African music, so why are we not capturing value from it? It is because we don’t own the platforms. So, the only way we can capture the needed value is to be creating and being part of those platforms and allowing African characters to be seen on the platforms,” he added.

While making reference to a report of the United Nations World Mental Health report which says that about one billion people are suffering from mental health, the DG opined that the best medicine for mental health is creativity, as such sued for more creative minds to take up the challenge in innovating for posterity.

“When you create non-digital art work, you can only sell it in a shop or a particular place but with the digital means, you can sell it in anywhere in the world, that’s the power of digital technologies”, the Director-General averred.

He enumerated other emerging technologies which include Artificial Intelligence, Blockchain, Augmented and Virtual Reality, noting that they will all change everything and create value.

The 2022 ACM programme focused on training and empowering youths in creative technologies and covered different areas including: animation, games and metaverse.
