A statement issued by Nwanneka Udeh, the public relations officer of the Commission, on Sunday, said that in putting players first, the agency had introduced several initiatives designed to institutionalize responsible practices among operators licensed to operate in Enugu State.

“A landmark collaboration with the Nigeria Data Protection Commission (NDPC) now mandates operators to comply with national data protection laws, ensuring that the personal information of players is handled securely and transparently.

“The Commission has also launched the Enugu State Gaming Regulatory Platform (ESGRP), a digital compliance tool that automates licensing, enhances oversight, and integrates secure payment tracking. This platform is one of the most advanced subnational gaming compliance systems in Nigeria today.

“Equally, in a novel move to visually distinguish legal from illegal gaming operators, ESGC has introduced Official Compliance Signage across all duly licensed gaming centers and retail booths. These signs not only serve as proof of regulatory approval but also alert the public to the dangers of engaging with unlicensed operators.

“The signage initiative is supported by a sustained enforcement campaign that has seen dozens of unauthorized gaming operators shut down, as part of the Commission’s broader goal to ensure that the industry is fair, safe, and compliant,” the Commission stated.

To promote community-centered gaming, ESGC reiterated its  commitment to using gaming revenues to support development, noting that it had rolled out socially impactful programs such as the Rangers FC Dream Big Raffle, which channels proceeds into youth and sports development in the state through its Good Cause Projects.

“Responsible gaming goes beyond protecting players — it is about ensuring that gaming contributes meaningfully to the economy and society. We are proud of the strides we’ve made and look forward to sharing our model with the rest of the country during this year’s conference,” the statement quoted Executive Secretary of ESGC, Prince Arinze Arum, as saying.

It added that the 2025 Enugu Gaming Conference scheduled for July 30–31, 2025 in Enugu was expected to draw over 1,000 participants, including gaming regulators from across Nigeria, operators, policymakers, technology providers, and advocacy groups.

“The conference will explore emerging trends in state-level gaming regulation, compliance innovations, and the future of consumer protection in the sector.

“This year’s conference, themed ‘From Unification to Diversification: Shaping Nigeria’s Gaming Future,” will serve as a national platform to address the expanding role of subnational regulators, with Responsible Gaming expected to feature prominently across multiple sessions and panels,” the statement concluded.

The Enugu State Gaming and Lotto Commission (ESGC), in partnership with PMM Limited, will be unveiling the Rangers FC Dream Big Raffle—a revolutionary project that offers investors an extraordinary chance to be part of Nigeria’s next big success story.

Why the “Dream Big Raffle” is a Winner

Rangers International Football Club, South East of Nigeria’s beloved football powerhouse and one of Nigeria’s most storied teams, represents a deep cultural connection to millions of fans across the country.

The Dream Big Raffle is more than a ticket—it’s a passport to excitement, empowerment, and economic opportunity.

Designed as a state-backed, fan-powered raffle scheme, this project aims to galvanize nationwide support for the club while raising significant funds to boost its operations, infrastructure, and community development initiatives.

But beyond the sentiment and social impact lies a robust commercial engine.

The Investment Case: Strong ROI in a Growing Market

Nigeria’s gaming sector is on an aggressive growth trajectory, driven by technology, youth demographics, and decentralization. With over 40 million active football fans in Nigeria, and a gaming industry projected to surpass ₦1 trillion by 2027, the Rangers FC Dream Big Raffle sits at the confluence of two massive markets—sports and gaming.

Revenue Model & Forecast:

  • Ticket Sales Projection: With a modest target of 1 million tickets monthly at ₦200 per ticket, the project could generate ₦200 million monthly.
  • Quarterly Revenue: ₦600 million
  • Annual Revenue Potential: ₦2.4 billion

Cost Structure & Payouts:

  • Winnings & Prizes: 50% (₦1.2 billion annually)
  • Operational Costs, Marketing & Tech: 20% (₦480 million annually)
  • Net Revenue: ₦720 million annually

Investor ROI Opportunities:

Revenue Sharing: Investors stand to earn from a structured revenue-sharing agreement with ESGC and Rangers FC.

Equity in Project Tech/Operations: Investors may also co-own the backend infrastructure that powers the raffle, which could scale across other sports clubs in Nigeria.

Franchise Model: The project is designed with replication in mind—offering early investors first rights of refusal for similar projects in other states.

With a conservative return on investment estimated at 25–35% within the first 12 months, the Dream Big Raffle ranks as one of the most promising ventures in the evolving Nigerian gaming space.

Government-Backed. Brand-Powered.

This is not just another raffle—it’s an institution-backed, regulation-certified, passion-driven movement.

ESGC will serve as regulator and project enabler, ensuring transparency, compliance, and legitimacy. The synergy between a beloved football brand (Rangers FC), a credible regulatory partner (ESGC), and the dynamic energy of the gaming sector provides a solid foundation for long-term profitability and scalability.

ESGC’s Call to Visionary Investors

As part of the Conference theme—“From Unification to Diversification: Shaping Nigeria’s Gaming Future”—the Dream Big Raffle embodies the transformative power of unified efforts and diversified opportunity. The presentation at the Conference will walk potential investors through:
