Today, as the organisation marks the second anniversary of the appointment of four distinguished Nigerians; Prof. Ibrahim A. Adeyanju, as managing director/chief executive Officer, Olusegun Olulade, executive director, Customer Centricity and Marketing, Muhammed Sani Ibrahim; executive director, Finance and Corporate Services and Olumbe Akinkugbe, executive director, Digital Exploration and Technical Services to Galaxy Backbone Limited, the story is not one of rhetoric, but of infrastructure strengthened, partnerships deepened, and national capability measurably advanced.

From the onset, the mandate was clear: to anchor Nigeria’s digital transformation on secure, sovereign infrastructure while improving service delivery across Ministries, Departments, and Agencies.

The Executive team immediately aligned execution with strategy through the launch of the Integrated Digital Transformation Strategy (IDTS) 2023 to 2028.

The focus evolved from simply providing connectivity to leading a digital ecosystem that integrates infrastructure, platforms, policy alignment, value creation, and people.

Within two years, Galaxy Backbone significantly expanded national digital access. Broadband connectivity was delivered to nine underserved Local Government Areas under Project 774, extending inclusion to communities previously beyond reliable access.

Fibre-to-Hostel projects were completed at the University of Lagos, University of Abuja, and University of Jos, strengthening academic research and digital learning environments.

Connectivity to strategic national assets, including the Nnamdi Azikiwe International Airport and key Federal Secretariats, was enhanced to improve operational efficiency and service reliability.

In a major step toward long-term resilience, GBB executed strategic business partnership with one of Africa’s leading provider of inter-connected carrier scale digital Infrastructure Companies, West Indian Ocean Cable Company (WIOCC), reinforcing Nigeria’s national fibre backbone, improving redundancy, and enabling scalable broadband expansion across more states and underserved communities. This strategic move significantly strengthened the country’s digital resilience architecture.

Beyond infrastructure expansion, the leadership deepened Nigeria’s sovereign digital capabilities.

The 1Government Cloud platform was optimized and expanded to support more MDAs with operational efficiency, secure hosting and shared services.

GovMail, a locally developed email solution by GBB, for Federal Government Public and Civil Servants was birthed and today is enhancing trusted government communication for over 100,000 professionals currently on the platform.

Cybersecurity posture was reinforced through 24/7 monitoring and strengthened controls, while colocation services and data centre operations were upgraded for greater resilience. Under this leadership, GBB’s Service desk now operates 24/7, 365 days a year.

The deployment of Government as a Platform (GaaP) framework, improvements to the Government Service Portal, ISO recertification milestones and the implementation of an Integrated Management System (IMS) further institutionalized governance, accountability, and operational excellence.

The journey has not been without challenges. Fiscal constraints, legacy systems, increasing cyber threats, and rising expectations for digital public services required decisive leadership.

Through disciplined financial management, strategic partnerships, stronger stakeholder engagement, and operational reforms, the Executive Management stabilised systems, improved service quality, and positioned Galaxy Backbone as a trusted enabler of public sector transformation.

Support from the Honourable Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, the Secretary to the Government of the Federation, Senator Dr. George Akume who chairs the GBB Board, and the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson Jack and other top Government leaders across the arms of Government, have all been instrumental in aligning policy direction with execution momentum, ensuring that national priorities translate into tangible digital outcomes.

This comes under the “Nigeria First” policy, which seeks to strengthen local capacity and ensure that government data remains within the country.

In a circular issued by the Office of the Secretary to the Government of the Federation (OSGF), MDAs were reminded to channel their technology needs through GBB, ranging from IP-network services to data centre hosting and digital infrastructure solutions. 

The decision is tied to the government’s heavy investment in the National Information Communications Technology Infrastructure Backbone (NICTIB), which remains the core of Nigeria’s e-government platform.

GBB’s mandate goes beyond connectivity. It has now been designated as the government’s official data exchange platform and the interoperability layer for Nigeria’s digital public infrastructure. This places the agency at the centre of efforts to coordinate and integrate federal digital services while maintaining the country’s data sovereignty goals.

Professor Ibrahim Adeyanju, managing director and chief executive of GBB, said the organisation had restructured its operations to better serve public institutions. “We have repositioned our organisation in such a way that the MDAs experience the quality, reliability, and innovation of our services and they can see us as a partner in their digital transformation journey,” he stated.

Adeyanju stressed the importance of collaboration with MDAs, adding: “Our pledge is to listen, collaborate, and provide tailored digital infrastructure solutions that meet the unique needs of each agency, while ensuring Nigeria’s data remains safe within our borders.”

The government is also encouraging agencies still hosting data abroad to migrate to GBB’s platforms. Officials believe this will not only improve service delivery but also enhance cybersecurity and align with global best practices.

Backed by multiple ISO certifications, GBB insists its operations are rooted in security, service excellence and innovation.

With the renewed directive, it is expected that the agency’s work with MDAs will speed up Nigeria’s digital transformation drive and directly contribute to the country’s economic growth.

This recognition came during a high-level working visit by the HCSF to Galaxy Backbone’s National Shared Services Centre (NSSC) and Corporate Headquarters in Abuja.

The visit was aimed at strengthening collaboration and evaluating the capacity of Nigeria’s core digital infrastructure in supporting the Federal Government’s public sector transformation agenda.

Mrs. Walson-Jack was accompanied by Mr. Adeladan Rafi’u Olarinre, the permanent secretary of the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE), alongside other Permanent Secretaries and senior officials from the Office of the Head of Service.

During the tour, the delegation was shown GBB’s state-of-the-art facilities, including its Network Operations Centre (NOC), Security Operations Centre (SOC), and a Tier III Uptime Institute-certified Data Centre, each playing a key role in ensuring secure, scalable, and sovereign ICT infrastructure for Nigeria’s public institutions.

GBB Positioned as Backbone of Digital Governance

Speaking at the visit, Mr. Olarinre praised Galaxy Backbone as a critical enabler of Nigeria’s digital government vision.

“Today’s engagement demonstrates the important strides GBB has taken in establishing the infrastructure necessary for a digital-first public service,” he said. “It’s a chance to align MDAs with GBB’s platforms and deepen inter-agency collaboration.”

In his remarks, Professor Ibrahim Adeyanju, managing director/CEO of Galaxy Backbone, thanked the Head of Service for the symbolic visit, describing it as a validation of GBB’s mandate.

“This visit reaffirms the centrality of the civil service in our national transformation,” he said. “Our infrastructure, such as the 1Government Cloud, GovMail, and our fibre optic footprint across 28 states, is built to support an agile, secure, and digitally connected government.”

Prof. Adeyanju also highlighted the need for stronger cooperation with the Office of the Head of Service to promote adoption of GBB’s infrastructure across MDAs—especially leveraging existing fibre links in Federal Secretariat complexes and expanding Local Area Networks (LANs) within the FCT.

Civil Service Transformation: “From Paper to Digital”

Following a guided tour of GBB’s facilities, Mrs. Walson-Jack expressed deep admiration for the agency’s capabilities, describing her visit as an eye-opener.

“Galaxy Backbone is not just an ICT provider,” she said. “It is a strategic partner in our mission to build a modern, agile, and paperless civil service.”

She commended GBB’s role in critical projects, including:

  • Support for the War Room
  • Provision of high-speed fibre connectivity during the 2025 International Civil Service Week.
  • Deployment of GovMail, now used by over 34,000 civil servants.

Reiterating her office’s commitment to achieving a fully paperless civil service by December 31, 2025, Mrs. Walson-Jack outlined key areas of collaboration with GBB:

  • Full-scale deployment of the 1Government Cloud to host MDA operations.
  • Adoption of an Enterprise Content Management System (ECMS) to streamline records and workflow automation.
  • Synergy between 1Government Cloud Academy and the Civil Service Academy for capacity building.
  • Training on tools like Service-Wise GPT, Nigeria’s AI-driven solution for improving public service delivery.

In a vote of thanks, Mr. Mohammed Ibrahim Sani, executive director of Finance and Corporate Services at GBB, expressed appreciation for the visit and reaffirmed the agency’s commitment to working hand-in-hand with the civil service.

  • 🏛 774 Local Government Digitization Initiative: The project will launch in six pilot LGAs, combining energy and connectivity to support smarter governance at the grassroots level.
  • 💻 Cloud Infrastructure & Temporary Connectivity: GBB will provide cloud hosting, LANs, and co-location services to boost REA’s operational efficiency and digitization across project sites.

REA’s Take: Powering More Than Lights

For Mr. Abba Aliyu, managing director of REA, this partnership is a dream long in the making.

“This isn’t just about installing solar panels or routers. This is about empowering students in hostels to access online learning, about rural clinics being able to access cloud-based patient data, about young entrepreneurs uploading their business ideas from off-grid communities,” he explained.

With over 1,000 solar mini-grids deployed under REA’s flagship programs, and tens of thousands of households electrified, the agency has the reach—and now, through GBB, the digital horsepower—to catalyze inclusive growth across sectors.

National Agenda, Local Impact

The partnership directly supports the Renewed Hope Digital Economy Agenda of President Bola Ahmed Tinubu, which aims to create a tech-enabled, youth-driven, and inclusive economy by 2030.
