Mrs. Ibilola Olufolake Kasunmu, the Permanent Secretary of the Lagos State Ministry of Science and Technology.

The visit is one of the strategic alliances the Anambra State ICT Agency is exploring to achieve the realization of reliable data for the successful implementation of laudable initiatives of Mr Governor, Professor Charles Chukwuma Soludo, as contained in his People’s Manifesto.

Mr Governor’s Manifesto embodies significant innovations that speak to leveraging modern, secure, and transparent technology (Blockchain) to maintain health data and the expansion of the social investment database of poor and vulnerable households, both of which require a reliable and efficient identity system to be impactful.

Present at the strategic session were the Anambra State ICT Agency boss, Agbata, the Lagos Ministry of Science and Technology Permanent Secretary, Engr Kasunmu, who was former General Manager of LASRRA and Olutayo Oni, the Regional Sales Manager, Idemia Identity and Security France, the Biometric Solutions Provider to LASRRA.

Others were Jide Agbaje, the CEO, Identiko Integrated Solutions Ltd, the Systems Integrators LASRRA 2.0 and Mr. Akin Kehinde. Project Coordinator & Program Manager to LASRRA.

According to the MD/CEO, Anambra ICT Agency, Agbata, the quest to give expression to Mr Governor’s promises as contained in the People’s Manifesto, propelled his agency to pilot the Solution E-ID Card system which was launched a few weeks ago.

“The launch of the Solution E-ID Card System has profoundly accelerated our progress towards achieving a secure, verifiable database of Anambra residents.

“Consequently, the working visit to the Lagos State Ministry of Science and technology, Permanent Secretary, whose office directly oversees the Lagos State Residents ID Card initiative, reinforced the necessity of having a reliable identity system.

“Most importantly, the exchange of ideas revealed an alignment of strategy, that is, making the Solution E-ID card smart and sophisticated, by configuring it as a combination of both digital and physical variations, as in the case of Lagos and Edo. 

“The pursuit  and eventual fulfillment of this pivotal policy that empowers the state with requisite data, for proper planning and implementation of strategic initiatives, with positive angles to the well-being of Anambra people, is indeed evident to the transformational leadership Mr. Governor is bringing in Anambra State,” Agbata opined.

The relaunch event was held on July 20, 2022, at the Police College, Ikeja, Lagos with relevant stakeholders from government agencies and private sector players present to discuss the significance of the card’s evolution and its possibilities for residents of Lagos State. 

This laudable initiative serves to transform the lives of Lagos residents by aligning with global best practices to upgrade the LASRRA card from an ordinary plastic card meant for only identification purposes  to a smart card.

It, thus, avails residents with the dual functions of an identity card and a payment card, leveraging the robust infrastructure of Africa’s largest domestic card scheme Verve, to receive money or payments from different sources; family, friends, business, customer or welfare from the government and also use the card across a host of payment channels such as the Automated Teller Machine (ATM), Point of Sale (POS) terminals, offline and online payment agents, among others.

Holders of the new LASSRRA smart card, also called LAG ID, will be able to access an array of benefits that come with being a Verve cardholder.

In his address, the Governor of Lagos State, Babajide Sanwo-Olu, noted that the card is important for proper identification and traceability of Lagos residents, which ultimately will help inform the Government’s planning and provision of social services, improve the security of lives and properties within the state and drive the upward mobility of residents. His words echoed those of the General Manager of LASRRA, Engr. Mrs., Ibilola Kasumu, who said that the card would aid economic growth and provide a reliable database of all residents of the state.

This partnership is in furtherance of Verve’s goal to create a digitized identification system for Nigerians, as it recently partnered with the National Identity Management Commission (NIMC) to create a digitization framework for proper identity management for Nigerians.

The General Manager, Engr. (Mrs.) Ibilola Kasunmu made this known during a two-day workshop organised for media personnel at its Office in Ikeja, Lagos, stating that the new card has more embedded features and functions that will enable the cardholders enjoy and have access to faster and better services from the Lagos State Government.

She explained that the new resident card has 28 applets for different services including but not limited to applications for loan applications to the Lagos State Employment Trust Fund (LSETF), payment for services across multiple vendors including BRT buses, Ferry Services and Banks’ Automatic Teller Machines (ATMs).

Her words: “The card also serves as a means of personal security and identity verification at points of procuring government services, in addition to the resident cardholder being able to use it for services such as processing of driver’s licence and filing of tax returns among others”.

While imploring residents to pre-enrol on www.lagosresidents.gov.ng after which they will go to the nearest Registration Station located across the State with Proof of Address and Identity for Biometric Capturing, Mrs. Kasunmu also gave an assurance that the registration is seamless, free and does not require any form of stress, urging those that registered before 2019 and those who have changed their names and addresses to validate their information on the website.

“The old identity card was made of plastic and very limited in functionality. So, holders of the old card need to upgrade because the lifespan of the card has been changed from 10 years to five years. This is to allow for flexibility to onboard more features and expand usability because of fast-changing technology trends”, she explained.

The General Manager stated further that the Agency is projecting that no fewer than six million Lagos residents would access the new card by the end of Y2022, saying “the impact of technology on the global identification landscape includes making it cheaper and easier to identify people accurately, as well as access services quicker. With the Lagos ID Card, our children can have easy access to educational services from primary to secondary schools in the State”.
