He, in turn, officially inaugurated the new Executive Council of the Society.

The atmosphere was more than ceremonial; it was a reminder of the journey of Nigeria’s foremost IT body and the collective dream of a stronger digital future.

Taking the podium, Dr. Aliyu urged the incoming officers to see their oath not just as words spoken, but as a pledge to service, unity, and innovation.

“Wisdom lies in the ability to harness our diversity for collective growth,” he said, underscoring the importance of collaboration and openness to counsel.

He saluted the outgoing Exco, whose years of dedication, he noted, had set a pace of progress worth building upon.

But the day was not just about the present; it was also about the wisdom of the past. Elders of the society, guardians of its history, stepped forward to guide the new team.

Dr. Chris Nwannenna, former NCS president, reflected on milestones like the establishment of the NCS Secretariat in 2007, urging the new leaders to sustain the legacy of those before them. His words echoed the value of continuity and reverence for institutional memory.

Adding her voice, Mrs. Veronica Ola Owolabi, provost of the Computer Professionals Registration Council of Nigeria (CPN), reminded the executives that leadership extends beyond electoral victory. “Gather data, seek counsel, and build bridges with those who came before you,” she advised, emphasizing humility and preparation as cornerstones of leadership.

From another elder, Alhaji Ladi Ogunneye, came a sober reminder: NCS was founded as a unifying body for all IT professionals.

He cautioned against internal conflicts spilling into the courts, calling instead for harmony, constructive dialogue, and collective responsibility.

Congratulatory messages poured in from allied bodies as well. Mr. Abioye Bimbo, president of the Institute of Software Practitioners of Nigeria (ISPON), celebrated the moment and encouraged members to rally behind the new team.

Mr. Iyiola Ayoola, president of the Information Technology Systems and Security Professionals (ITSSP), painted a picture of a society still evolving, urging the executives to remain resilient and deliberate in shaping a future beyond their tenure.

Crowning the counsel of the day, Chief Babatunde Ezichi, chairman of the NCS Board of Trustees, offered a timeless lesson: leadership requires patience, what he called “elastic patience.”

He urged the leaders to embody tolerance, inclusiveness, and teamwork, virtues he said would carry them through inevitable challenges.

As the ceremony closed, one thing was clear: the torch of leadership had been passed not only with celebration but also with the weight of expectation.

The new executives stands at the intersection of legacy and future, charged to carry forward the vision of unity, service, and technological advancement for Nigeria’s IT community.

Speaking during a press conference in Lagos on Thursday, Dr. Muhammad Sirajo Aliyu, the president of NCS, said the international conference holding from Monday 12th to Thursday 15th of August 2024, will have as the theme: ‘Technological Solutions for Smart Economy (SmartEco 2024)’.

In the last forty-seven years of NCS existence, the Conference venue has been rotated amongst the six geopolitical zones in the Country.

For instance, the 2023 conference was held at Bauchi, Bauchi State of Nigeria.

However, this year’s international conference will hold at Dr. Obi Wali International Conference Centre, Port Harcourt, River State, Nigeria.

According to Dr. Aliyu, “Interestingly, the conference will be in hybrid form (Physical & Virtual attendance). The challenge posed by COVID-19 still reaffirms the need for Information Technology Professionals to change their strategies.

“The theme of the conference (Technological Solutions for Smart Economy (SmartEco 2024) was carefully and scientifically chosen in order to provide the needed technological support for Government drives and vision in this modern society”.

Highlighting further on the choice of the conference theme, the NCS president said:

“The emergency of connected cities and data-driven nations is making planning and decision-making easier at the global level. The pervasive applications of the Information and Communication Technology (ICT) means, we live in a hyper-connected world that is increasingly becoming connected on the Internet and its associated information networks and operating space, commonly referred to as the cyberspace.

As of April 2024, 5.44 billion people worldwide were internet users, which is 67.1% of the global population. This is an annual growth rate of 1.8%.

Of those users, 5.07 billion, or 62.6% of the world’s population, were also social media users, according to Statista.

In Nigeria, it is also noteworthy that active Internet subscriptions totaled 161,977,883 as at January 2024, reflecting a substantial increase from the 156,244,368 subscriptions in December 2023.

The Internet penetration remained robust at 42.53 percent, with broadband subscriptions totaling 92,195,937 million.

Consequently, private and public organisations are continuously migrating their operations and services online, just as modern industrial facilities and production systems are also increasingly connected to computer networks for their control and security.

As the critical digital infrastructures continue to connect to computer and information networks; in the nearest future, nations would rely on these networks for essential service delivery.

Therefore, the cyberspace has become a driving force for productivity and development, which makes the protection of Critical Information Infrastructure a national security responsibility requiring government, public and private sector to collaborate and synergise.

On the other hand, increase in Internet connectivity is also associated proliferation of attack vectors, thus, increasing vulnerability of critical systems to attacks by criminals, non-state and state actors.

A Nigeria Inter-Bank Settlement System (NIBSS’) report shows that, while losses to fraud in the financial industry in the rose from N5.1billion as at first quarter to N9.5 billion as at July 2023.

37 Sent to Jail over eFraud – EFCC

In meeting Government goal of ensuring a secure cyberspace for Nigeria, Section 41 (b) of the Cybercrime (Prohibition, Prevention, etc) Act, 2015 mandates (now amended) the Office of the National Security Adviser (ONSA) to “ensure formulation and effective implementation of a comprehensive National Cybersesurity Strategy and a National Cybersecurity Policy for Nigeria”.

In furtherance of this mandate, ONSA has developed an Action for implementing the National Cybersecurity Stratgy. The objective of the Action Plan is to outline government priorities, plan and direction for implementing the strategy.

To this end, the draft Action Plan identifies suggested activities, roles and responsibilities of key stakeholders with deliverables, timeline and Key Performance Indicators (KPI) for measuring progress towards effective implementation of the National Cybersecurity Strategy.

One of such stakeholders is the Nigeria Computer Society. However, the national executive council of the Society is wondering why the Federal Government has not deemed it necessary to include NCS on the National Cybersecurity Council hence they are calling for urgent review.

This, the NCS’ NEC said, is to ensure the inclusion of the 45-year-old foremost IT Professional Group in Nigeria, on the Cybersecurity Council as stipulated in the Nigeria’s Cybercrime Act and the Cybercrime Prohibition and Prevention Act 2004 (as Amended).

Techeconomy’s researches show that the National Security Adviser’s office (ONSA) coordinates the efforts of the security and law enforcement agencies in accordance with the 2015 Cybercrime Act (now 2024 amended) while the Attorney-General of the Federation strengthens and updates Nigeria’s current cybercrime legislative frameworks.

Speaking to journalists in Lagos, Dr. Muhammad Sirajo Aliyu, president of Nigeria Computer Society (NCS), said that the non-inclusion of the NCS in the Cybersecurity Council, as stated in the amended Cybercrime Act 2024, is a matter of concern.

He said that NCS has been the voice of Information Technology professionals for the past four decades now.  “Presently with over 20,000 members spread across all sectors of the economy, NCS continues to expand and grow in might and relevance.

The National Executive Council (NEC) under my leadership is determined to be strategic, innovative, and forward-looking in the running of the affairs of our great society. I want to assure you that we have made NCS the only platform for promoting IT development and enhancing corporate relevance. Together we shall move the Information Technology profession to desirable heights in Nigeria.

“Thus, as a key stakeholder in Nigeria’s cybersecurity ecosystem, the NCS is committed to contributing its expertise and resources towards enhancing national cybersecurity. We urge relevant authorities to reconsider this decision and ensure that all relevant stakeholders are adequately represented in decision-making processes concerning cybersecurity”, Dr. Aliyu said.

He said IT professionals should be involved in the implementation of the Act which offers Nigerian authorities an efficient, cohesive, and all-encompassing legal, regulatory, and institutional framework for the outlawing, averting, identifying, prosecuting, and punishing of cybercrimes.

On the Cybersecurity levy, the NCS President said,

“It is a good development that the government has reversed itself; had it been stakeholders’ inputs where incorporated, the embarrassing situation would have been curtailed”.

On his part, Dr. Charles Onyeukwu, deputy president of NCS, commended the Federal Government on the push for AI inclusion into the national development plans, through the Federal Ministry of Communications, Innovation and Digital Economy.

He however, reiterated that NCS deserves more presence and recognitions in the government sphere as they (NCS members) are expects in information technology.

“We want to see government invite us to make contributions towards IT related policies. As experts we continue to research on new ways of doing things and are always ready to contribute during policy formulation.

Prof. Adesina Sodiya, the immediate past president of NCC also said that government needs to listen more to the stakeholders.

According to him, “When the Cybercrime Act 2015 was up for a review, we were invited, but didn’t hear any time a public hearing was held. The news came as a surprise that the Act has been amended and passed.

“Any crime that affects critical national infrastructure like cybercrime must be curbed. However, you do not cut off the head to cure the headache.

“On Financial Institutions, they experience breaches almost all the time. We are interested in working with them on strategic approach to have a robust system,” he said.

Announcing plans for the Cybersecurity Forum and Workshop on Tuesday at the secretariat in Lagos, Dr. Muhammad Sirajo Aliyu, the president of NCS, said they are excited to announce upcoming Cybersecurity Forum and Workshop, scheduled to take place at the National Open University of Nigeria (NOUN) in Abuja from June 11th to 13th, 2024.

Current local and international reports indicate that Cyber-attacks in Nigeria is still on the increase despite the fact that many attack incidences in Nigeria are not reported.

“This forum and workshop will serve as a platform for experts to share their knowledge, discuss best practices, and develop strategies to enhance cybersecurity in an increasingly digital world.

“A key focus of the forum and workshop will be addressing the alarming rise in mobile channel fraud, which, according to the NIBSS Industry Fraud Report Q1 2024, has increased by 19% compared to the previous quarter.

Dr. Aliyu said this finding underscores the urgent need for advanced cybersecurity measures and the development of robust strategies to combat evolving threats.

“The event aims to tackle these pressing challenges and equip participants with the skills and insights needed to protect digital assets and infrastructure effectively.

“By leveraging the latest data and trends highlighted in the NIBSS report, attendees will be better prepared to counteract the specific techniques that fraudsters are increasingly employing, such as social engineering and phishing.

“Through collaborative efforts and the sharing of cutting-edge knowledge, we aim to foster a resilient cybersecurity environment capable of safeguarding Nigeria’s digital future”, he said.

Creation of Cybersecurity Tax:

Dr. Aliyu further called for improved Federal Government-professionals handshake to avoid flip-flops during policymaking processes.

He cited the recent Cybersecurity Levy agenda pursued by the Central Bank of Nigeria (CBN) as a case of study.

“We must acknowledge the recent withdrawal of the proposed cybersecurity tax. Participants who made the suggestion during the third edition of the forum, with the theme: ‘Artificial Intelligence in education: Implications and Strategies for Rapid National Growth’ which held recently and virtually, said such policy would promote innovation in all tertiary institutions in the country.

Dr. Salisu Mamman Abdulrahman, one of the keynote speakers at the forum and an associate professor of Artificial Intelligence, Faculty of Computing and Mathematical Sciences, Kano State University of Science and Technology (KUST), said policy on AI would support the establishment of AI infrastructure in tertiary institutions across the country and also facilitate AI development in Nigeria.

He stressed the need for collaboration between stakeholders in AI and the academia in order to promote innovation and enhance national growth.

He said Nigeria must develop AI database that would support research and innovation.

According to him, AI is the ability of a machine to think like the human and exhibit human intelligence. A lot of investments running into billions of dollars have been channeled into global AI development in order to unlock global values.

“So many platforms have integrated AI into their operations, and different sectors of the global economy have embraced AI, including the education sector. AI can be used in automated processes and for the development of robots. Although AI is in its infancy stage in Nigeria, most ministries and government agencies, including private organisations are beginning to introduce AI in their operations. The Ministry of Communications, Innovation and Digital Economy as well as the National Information Technology Development Agency (NITDA), have developed policies and strategies to develop AI in Nigeria,” Abdulrahman said.

He further explained that the application of AI could stimulate economic growth by simulating games from both the supply and demand sides, adding that the federal government is committing funds to startups to develop AI in Nigeria.

AI can contribute up to $15 trillion to the global economy by 2030, according to recent statistics, he added.

To promote AI in education in Nigeria, Abdulrahman called for skills development in the area of AI.

According to him, Nigeria needs technical skills development in Machine Language, Big Data, Robotics, Deep Learning, as well as Data Science skills for the understanding of data processing and data analytics for decision making. He said Nigerians must acquire skills in the area of Generative AI and Responsible AI, adding that Nigerians will need the knowledge of AI in critical thinking and decision making.

He insisted that apart from the technical skills, Nigerians must also acquire soft skills about AI.

“However, the biggest challenge to AI development in Nigeria is lack of funding. Organisations and government agaencies must therefore invest heavily in AI in order to enhance research and development in the country’s educational system,” Abdulrahman added.

Another keynote speaker, Prof. AbejideAde-Ibijola, who is a professor of Artificial Intelligence and Applications, University of Johannesburg, South Africa, spoke about the future of education with AI. He described AI as computers with minds and intelligence, adding that AI in education will support learning and innovation in the area of intelligent thinking, automated grading, data analytics, predictive analysis and content generation, using algorithm.

He however said AI could come with its disadvantages such as funding, insecurity and training, describing them as timeless challenges.

Speaking earlier, Dr. Muhammad Sirajo Aliyu, the President of NCS, said the forum was designed to bring stakeholders together to discuss the impact of Artificial Intelligence in education and how the education sector could leverage AI to promote innovation and drive advance research that will benefit Nigeria as a nation.

According to him, the theme of this year’s conference is centered on emerging technologies like AI that will promote innovation and excellence among those in academics.

In his goodwill message, Prof. Idris Muhammad Bugaje, the executive secretary, National Board for Technical Education (NBTE), who was represented by Aliyu Hassan, the general manager of NBTE, said:

“In the midst of the fourth industrial revolution,, embracing technology like AI is not a choice but a necessity for a sustained economic progress. The transformative power of AI in education as exemplified by innovations like chatGPT, is re-shaping the educational landscape, and we encourage institutions of education to align with the development for national growth in today’s digital era.”

Speaking as a Guest Speaker, at the first strategy meeting of the newly elected members of the National Executive Council of NCS, he said that aside maintaining professionalism in discharging their duties in the next two years of their tenure, the NEC led by Dr. Muhammad Sirajo Aliyu as the President, should promote technology innovations that will help the new administration of President Bola Ahmed Tinubu to succeed.

Rudman urged the newly elected members to drop every form of sentiment and embrace professionalism in order to succeed in discharging their duties.

“Those that drafted the NCS Constitution, did so in the best interest of Nigerians and the Information Technology (IT) professionals of Nigeria, with the purpose to drive development in the country and unity among its members who are IT professionals,” Rudman said.

Responding, Dr. Muhammad Sirajo Aliyu thanked Rudman for his professional advice and promised to consider his suggestions in moving NCS forward.

According to Sirajo, the new NEC has an agenda to move NCS to a greater height through collaboration with stakeholders and the government at all levels.

Professor Adesina Sodiya, the immediate past president of NCS handed over to Dr. Aliyu at the secretariat on September 07, 2023, in Alausa, Lagos.

Techeconomy broke the news of Dr. Muhammad Sirajo Aliyu being the first member from the Northern region to be elected President of the Nigeria Computer Society.

The elections were part activities during Nigeria Computer Society International conference tagged: “Communications and e-Systems for Economic Stability (CeSES 2023)”, which held at the Event Place, Murtala Mohammed Way, Federal Low Cost Bypass, Bauchi on Tuesday August 8 to Thursday, August 10, 2023.

The Nigeria Computer Society (NCS) is the umbrella organization of all Information Technology Professionals, Interest Groups and Stakeholders in Nigeria.

Formed in 1978 as Computer Association of Nigeria (COAN); and Transformed into NCS in 2002 as a result of harmonization with other stakeholder and interest groups.

NCS is the national platform for the advancement of Information Technology Science and Practice in Nigeria.

Until his election, Muhammad Sirajo Aliyu was the deputy to the immediate past president, Prof. Adesina Sodiya.

Speaking to the press shortly after he was sworn-in, Dr Muhammad said the new executive council will make efforts to take ICT to the grassroots as no organisation or nation can thrive without inclusiveness.

He promised to ensure that Information Technology is at top gear in the country in bid to achieve national development.

The new NCS President, therefore, urged Dr. Bosun Tijani, the new Minister of Communications, Innovation and Digital Economy, to work with the relevant stakeholders to achieve President Bola Tinubu’s agenda for the technology industry.

“We will take ICT down to the grassroots. We will ensure IT is used to achieve national development.

“The Minister should work with relevant stakeholders like NCS It will be much easier to achieve his agenda,” he said.

In his remarks, the immediate NCS President, Professor Adesina Shodiya lamented that the prominent challenge in the sector is ICT development in Nigeria.

Professor Shodiya noted that expecting are that the country would have moved beyond the current state of IT in Nigeria especially in the area of e-governance.

He added that all the government activities are not yet automated.

Professor Adeshina said there is need to do more in the area of skills acquisition, looking at a situation where the country will build its own robots and commercialise them.

Meanwhile, Dr. Charles Onyeukwu is the new Deputy President of NCS. He is the immediate past Chairman, Ethics and Disciplinary Committee of NCS.
