The three-day programme, held at the Technology Incubation Centre, Farm Centre, Kano which ended yesterday, was designed to equip participants with practical renewable energy skills, promote women-led enterprises, and enhance sustainable livelihoods.

The initiative forms part of NASENI’s broader commitment to empowering women, creating economic opportunities, and expanding participation in Nigeria’s growing clean energy sector, under the leadership of Khalil Suleiman Halilu, executive vice chairman/CEO of NASENI.

It also aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu by supporting job creation, entrepreneurship, and inclusive economic development.

The empowerment programme held at Fabs Event Centre, Kano on Tuesday, April 28, 2026, saw thousands of people smiling home with NASENI Clean Cookstove, Home Solar Solutions and other tools which will enhance access to clean and reliable energy solutions for households in rural and semi-urban communities.

Flagging-off the event, Dr. Jumoke Oduwole, minister of Industry, Trade and Investment,  said the NASENI Sustainable Empowerment Programme is a practical demonstration of how Nigeria’s industrial, trade, and investment agenda is being translated into real outcomes for citizens.

While commending NASENI leadership for this initiative that celebrates excellence in Nigerian enterprise, industrial productivity, and the practical realization of Nigeria First policy, she said the initiative directly supports President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly its priorities around industrialization, job creation, local productivity, and inclusive economic growth.

She said

“Kano’s selection as host for this programme is particularly significant. Historically, Kano has been one of West Africa’s major commercial and manufacturing hubs, with deep strengths in trade, textiles, agro-processing, and enterprise.”

She added that NASENI’s intervention aligns directly with the African Continental Free Trade Area (AfCFTA) by localizing technology deployment and expanding practical, productive assets for Nigerian households and businesses.

“Thank you EVC for your commitment to advancing indigenous innovation, strengthening domestic industrial capacity and positioning Nigerian-made solutions as competitive drivers of sustainable trade expansion and national prosperity,” she added.

In his welcome remarks, Mr. Khalil Suleiman Halilu, executive vice chairman of NASENI, said the initiative empowers households with clean Cookstoves that reduce smoke and save fuel, Solar Home Systems that provide reliable electricity, and practical solutions for their homes and businesses.

“These are Nigerian-made solutions, built for Nigerian realities. This programme is part of NASENI’s bigger mission; the Zero Carbon (ZeCo) Project.

The ZeCo Project focuses on: reducing carbon emissions, protecting our environment, promoting cleaner and safer energy for our people.

The roadshow aims to mobilize staff of Ministries, Departments, and Agencies (MDAs) of the Federal Government to actively participate in the upcoming Inter-Agency Innovation Competition and Awards which has cash prize of N140 million with the goal to drive collaboration in boosting Nigeria’s innovation ecosystem.

The roadshow trains which will start off from the Old Federal Secretariat in Area 1 and pass unto the main Federal Secretariat at the Central Business District, Abuja.

The Roadshow will have major stops at MDAs located around that vicinity.  It is designed to raise awareness about the competition’s objectives, benefits, and the critical role of innovation in enhancing public servants’ participation in using innovation to address Nigeria’s socio-economic challenges, especially through the industrialization Agenda by the Federal Government.

Staff from various MDAs will have the opportunity to engage directly with the Inter-Agency Innovation committee officials, participate in informative sessions, and learn how to submit innovative entries through a link here.

The Chairman, NASENI Inter-Agency Innovation Competition, Engr. Dr. Olayode Olasupo, who doubles as Director, Manufacturing Services Department at NASENI, said home-grown innovations are pivotal to Nigeria’s yearning for industrial development.

He said this can be realized by giving Nigerians especially civil servants opportunities to contribute towards the nation’s development.

“We want to make sure talents in staff are not wasted, and we know that all Ministries, Departments, and Agencies (MDAs) have such staff in abundance.”

“The competition hereby invites all MDAs to propose innovative solutions in various sectors, including health, agriculture, education, and infrastructure, leveraging innovation, science, Engineering and technology to enhance service delivery and improve the quality of life for Nigerians.”

Speaking at the 2025 World Association of Young Scientists (WAYS) conference in Wenzhou city, Zhejiang Province, China, on 26th October, 2025, where he delivered a keynote address titled ‘Nigeria at the Heart of Global Sustainability’, he said, “The bridge between government and private sector is becoming stronger, turning policy into practical outcomes.

“This is what progress looks like: policy meets innovation, innovation meets people, and people meet opportunity,” Halilu said at the event highlighted Nigeria’s growing leadership in clean technology, renewable energy, and green manufacturing, powered by the creativity and energy of its youths.

“Young Nigerians, your ideas, your energy, and your innovation have a place at the global table. The world is watching what we build next. Let us move together,” he added.

He also shared NASENI’s commitment to domestication-adapting global technology to local realities and needs. “It is not enough to import technology. We must adapt it. Domestication is how we make global innovation work for us in Nigeria.”

Halilu announced ZeCo by NASENI, an initiative to be launched in 2026 focusing on clean mobility, renewable energy systems, and sustainable manufacturing. The program reinforces NASENI’s goal of making Nigeria a hub for green innovation and circular economy solutions.

“Nigeria’s journey to Net Zero is not just a national agenda. It is a global invitation to collaborate, to co-create, and to build a future that works for everyone.” As the first African on the WAYS board, Halilu represents the new generation of Nigerians driving African innovation onto the global stage.

Speaking at the North-Central Sensitization Programme on the NASENI Research Commercialization Grant Programme (NRCGP), held on Wednesday, 24th September 2025 at the Agency’s headquarters in Abuja, Halilu stressed the importance of addressing financial and administrative setbacks often faced by research projects.

The EVC who was represented by NASENI’s Research Director, Prof. Abdulmalik Ibrahim Onuwe stated that the NRCGP was designed to support viable research and development initiatives in the country, which also propagates NASENI’s mission and vision.

 According to him, the application process is fully digitalized, transparent, and does not require physical presence or long administrative procedures. “This sensitization is not just for personal benefit but also to empower prospective researchers from institutes who may seek guidance about the programme,” Halilu said.

He urged participants, including representatives from universities, the National Institute for Pharmaceutical Research and Development (NIPRD), National Space Research and Development Agency (NSRDA), among others to take full advantage of the opportunities provided by NASENI to foster collaboration and innovation.

Presenting an overview of the NRCGP, Programme Coordinator and Special Adviser to the EVC on Science and Engineering Commercialisation, Engr. Dr. Anas Balarabe Yazid, highlighted the objectives, eligibility criteria, and key assessment tools of the programme.

He emphasized that the grant aligns with NASENI’s mandate to promote local content, noting that under the NASENI principle of Creation, Collaboration and Commercialisation (3Cs), it is being radically prioritized. “Every research project must be noble, clear, market-viable, and align with NASENI’s transformation agenda and Nigeria’s broader development goals,” he said.

In her vote of thanks, Deputy Director, Planning and Policy Analysis, Ms. Joy Elugbe expressed appreciation to the EVC and participants, encouraging researchers to embrace NASENI’s initiatives as a pathway to national progress.

This landmark decision, taken at NEC’s 152nd meeting held at the Presidential Villa, Abuja on Thursday underscores the Council’s confidence in NASENI’s capacity to deliver homegrown, energy-efficient solutions that directly respond to Nigeria’s food security challenges.

For decades, Nigerian farmers have struggled with the high cost of irrigation, heavily dependent on fuel-powered pumps.

In line with its 3Cs mandate, Creation, Collaboration, and Commercialization—NASENI developed the solar-powered irrigation pump as an affordable, energy-efficient, and sustainable alternative.

The NASENI solar irrigation pump is also designed to help boost agricultural productivity by lowering operational costs for farmers, increasing yields, raising incomes, and improving rural livelihoods.

Speaking on the development, Mr. Khalil Suleiman Halilu, the executive vice chairman/CEO of NASENI, commended NEC’s resolution;

“NEC’s decision is a strong vote of confidence in our ability to deliver energy-efficient, homegrown solutions that will boost food production, lower costs for farmers, and secure livelihoods. The Delta-2 Project is a bilateral collaboration by the Federal Government of Nigeria through NASENI-PICTT and the Czech Republic through the Technology Agency of the Czech Republic (TA CR) targeting submissions from innovators, technology entrepreneurs and researchers in Nigeria across mining, agriculture, advanced manufacturing, science and engineering, etc.

The 1st Call for Proposals under the Delta-2 programme was launched in the year 2022, following which grants were disbursed by NASENI to winners of the approved projects to scale up their enterprises.

Dr. Dahiru Mohammed, chairman, Presidential Implementation Committee on Technology Transfer (PICTT), described Delta-2 Project as a major driver of innovation, economic growth and sustainable development in Nigeria, saying it is aimed at accelerating Nigeria’s technological growth through international collaboration.

 “The DELTA-2 Programme is a catalyst for job creation, enhanced productivity and the growth of small and medium enterprises (SMEs). It will help reduce dependence on imports while boosting Nigeria’s global competitiveness,” he stated.

He highlighted the achievements of the previous call for proposals launched in May 2022, which attracted 285 submissions from Nigerian researchers and companies, out of which 25 projects were funded in 2023, which has resulted in innovative products and services across agriculture, advanced manufacturing, and other strategic sectors which have already created jobs, built capacity and advanced technology transfer.

In his keynote speech, Mr. Khalil Suleiman Halilu, the executive vice chairman/CEO of NASENI, noted that DELTA-2 had the potential to be a catalyst for Nigeria’s innovation ecosystem adding that the decision is already yielding results.

“Today, we can point to the stories of 12 beneficiaries from the First Call, Nigerians who are working on diverse projects across our country.

“From renewable energy solutions to advanced materials, from agricultural technologies to manufacturing innovations, these projects testify to the power of applied research to solve real problems, create jobs, and deliver products and services that meet the needs of our people”, he remarked.

Halilu noted that what makes DELTA 2 unique is its focus on outcomes. “It is not research for the sake of research, it is research with purpose and market in mind. It is research that leads to new knowledge, new skills and new products.

It is research that bridges the gap between the laboratory and the marketplace, between ideas and impact.

“It is also a bridge between nations, between Czech enterprises and Nigerian innovators, between European expertise and African creativity. Together, we are building partnerships that accelerate progress, foster mutual respect and infinite possibilities for both our countries”, he emphasized.

The NASENI boss further  stated that DELTA-2 projects being supported by NASENI will respond not only to the current needs of the society, but also anticipate the challenges of tomorrow, from climate change to digital transformation.

Therefore, he called on researchers, innovators and entrepreneurs in Nigeria to make use of the opportunity once again.

In his remarks, Chief Uche Geoffrey Nnaji, minister of Innovation, Science and Technology, said:

“The theme is clear, it is to generate research outcomes that will lead to new products, new processes, apply results that directly enhance Nigeria’s competitiveness, create jobs and open new markets at home and abroad”.

He noted that the Delta-2 Projects priority areas range from agriculture and food technology, renewable energy, mining and industrial development, health and health technologies, advanced manufacturing, digital mobility, climate technology and defence innovations which aligns strongly with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

“Let me emphasize, this is not research for shelves. This is research for impact. Every funded project must deliver tangible, scalable and commercially viable outcomes that respond to Nigeria’s real challenges and opportunities”. He called on Nigerian researchers, companies and innovators to seize this opportunity to build a greater Nigeria through innovation and technology transfer.

In her goodwill message, Dr. Abike Dabiri-Erewa, the chairman/CEO, Nigerians in Diaspora Commission (NiDCOM), said the initiative reflects the visionary leadership of President Tinubu’s administration in encouraging fresh ideas and innovations that can move the country forward.

“This is another day of success and progress for Nigeria. It shows how much we have achieved in technology and innovation as a nation,” she remarked.

She praised NASENI’s leadership under Halilu for advancing Nigeria’s science, innovation, and technology agenda, while appealing for a similar project to be extended to Nigerians in the diaspora.

Also speaking, Mr. John Ugochukwu Uwajumogu, special assistant to the President on Trade, Investment and Industry, commended NASENI and PICTT for aligning their efforts with President Tinubu’s $1 trillion economy agenda, emphasizing that technology transfer is central to achieving industrialization.

The Nigeria First Policy is an initiative of the Federal Government, aimed at promoting Nigerian-made goods, services and utilization of Local content, infrastructures and other value chain.

As part of the Renewed Hope Agenda initiative of the Government, the policy seeks to encourage local production and consumption of Nigerian goods or services, also to support Nigerian business and entrepreneurs, foster economic growth and development, reduce dependency on imported goods and to promote Nigerian culture and identity.

Also, by prioritizing local content, the policy aimed to create jobs, stimulate economic activity, and increase Nigeria’s global competitiveness.

Speaking at the  MoU signing ceremony which took place at the Headquarters of Bureau of Public Procurement (BPP) office in Abuja, Mr. Khalil Suleiman Halilu, the executive vice chairman/chief executive of NASENI,  said, with the signing of MoU and implementation of the Nigeria First Policy, 80% of challenges faced while trying to convince investors and foreign partners would have been solved, as Nigeria will cease to be dumping ground for foreign goods, while focusing on promotion of Nigerian products, goods and services.

Halilu said that with support now coming from BPP, the over 50 market ready NASENI products will be off the shelves and gain patronage of Nigerians, adding that NASENI has gained for the country over 2 billion dollars from its recent partnership activities with China alone.

“One thing that is clear when I took over the leadership of NASENI was the determination to move the Agency from just producing prototypes to commercialization of its technologies and products, this was complemented by the turn around which we did in rebranding the Agency.

“We have 50 market-ready Nigeria branded products. NASENI is building the biggest renewable energy park in Nasarawa and has entered into partnership with Abuja Technology Village to boost Technology Transfer and innovation, enhance local manufacturing capacity, transform NASENI’s research-focused installation into full production facilities, promote national brands and local production”, he further explained.

Buttressing the partnership between NASENI and BPP, he said that it is expected that the policy would have transformative impacts on Nigeria’s economy and human capital development, aligning with national goals for industrialization, youth employment, and economic diversification. “This also shows that our efforts are not in vain:”

Earlier in his speech, Dr. Adebowale Adedokun, the director-general of Bureau of Public Procurement (BPP) said that the MoU between BPP and NASENI offers a structured bridge between production and procurement and how to take locally made solutions off the shelves and to place them at the center of public service delivery, which aimed at aligning Government policies with national priorities as well as giving practical force to the Nigeria First Policy.

According to him,

“NASENI’s innovations, from tractors to tablets, from surveillance drones to solar backup systems, will now be actively prioritized in the procurement plans by Ministries, Departments, and Agencies. We are institutionalizing a framework that makes local options not just preferable, but the default option before all others.

Specifically, he said further that with the signing of the MoU, the

“BPP will now integrate NASENI’s Product catalogue into the Nigeria Open Contracting Portal, NOCOPO, and therefore encouraging other MDAs to follow suit”

He noted that the “Nigeria First Policy is not an act of protectionism, but an act of patriotism grounded in performance, and it is targeted at fastracking Nigeria’s industrial revolution”.

He remarked that

NASENI has invested in quality assurance. Its products are certified by national institutions such as SON and NAFDAC. This means NASENI’s offerings will now be visible, verifiable, and measurable across all MDAs. First, we are integrating NASENI’s catalogue into the Nigeria Open Contracting Portal, NOCOPO. Between January and June this year alone, NOCOPO’s enhanced price intelligence has helped Nigeria save over 173 billion naira, 155 million dollars, and 1.7 million euros.”

While calling on all MDAs to follow NASEN’s footprint in promoting Made in Nigeria products, he said that the BPP’s revised threshold is now five billion naira for goods and ten billion for works, meaning that MDAs can act faster, while they continue to strengthen post-review and audit mechanisms.

He emphasized that the role of BPP is to ensure that these standards are rewarded with access, and that MDAs no longer look outside when the best is being made inside.

“For the avoidance of doubt, let me say here that we will be backing this commitment with reform actions”.

The Chief of Air Staff, Air Marshal Hasan Bala Abubakar, led a distinguished delegation of top brass from the Nigerian Air Force on a mission that went beyond courtesy.

They had come to renew a promise, one built on engineering, trust, and the relentless pursuit of national self-reliance.

Waiting to receive them was Mr. Khalil Suleiman Halilu, executive vice chairman/CEO of the NASENI, a man widely regarded as the architect of NASENI’s modern transformation.

Together with his management team, he welcomed the Air Force leaders like old comrades on a shared battlefield, the battle to build indigenous defense capabilities for Nigeria.

This wasn’t their first handshake. For years, NASENI and the Nigerian Air Force have worked side by side, pushing the boundaries of what Nigerian ingenuity could achieve in defense, aerospace, and advanced manufacturing.

But July 25, 2025, marked a new beginning, a formal renewal of their Memorandum of Understanding (MoU), tailored for deeper, more focused collaboration in the era of Renewed Hope.

Air Marshal Abubakar didn’t mince words as he praised NASENI’s critical role in some of the Air Force’s most ambitious projects.

Chief among them: the C5 Rocket Project, a symbol of Nigeria’s growing defense tech prowess. NASENI, he noted, had been instrumental in building the rocket bodies, structural components, and precision materials analysis, key elements once sourced from abroad.

But it wasn’t just the rockets. The Air Marshal highlighted the NASENI Northwest Technology Innovation Hub in Kaduna, strategically located at the Air Force Institute of Technology, a product of visionary partnership and NAF’s land grant.

Now, he said, it’s time for the Air Force to be more involved, not just as hosts or contributors, but as stakeholders.

He proposed co-ownership of the C5 Rocket Project and deeper collaboration in governance and execution of the innovation hub.

He also looked to the future, inviting NASENI to send its young talents to NAF’s new R&D training modules and explore joint capacity-building in Computer Numerical Control (CNC) machining, a critical area for defense manufacturing, using NASENI’s Centre of Excellence.

When Mr. Halilu took the podium, he didn’t just respond, he reconnected.

“This partnership,” he said, “is not just professional. It’s personal. Our collaboration with the Air Force has been one of our most seamless, and most fruitful.”

He outlined NASENI’s expanding frontiers, from Unmanned Aerial Vehicle (UAV) systems to drone pilot training, from asset recovery programs to a CNC infrastructure that rivals global benchmarks. And through it all, he emphasized a guiding principle: inclusiveness.

“We work with the private sector for efficiency, but we always keep the doors open to our military partners. That’s how we build smart, cost-effective innovation pipelines.”

The renewed MoU, Halilu revealed, is not just a formality, it’s a roadmap. This new version is streamlined, structured, and driven by results, in alignment with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Its focus? Joint research and development, local manufacturing of aerospace and defense components, human capital development, and a vibrant exchange of ideas and expertise.

With ink on paper and hands clasped in unity, the MoU signing ceremony wasn’t the end of a process, it was the ignition point for what comes next.

The Vice President commissioned the programme on Sunday June 8, at the Borno State Agricultural Mechanization Agency, Farm Centre in Maiduguri, Borno State.

According to Shettima,

“This initiative, NASENI Asset Restoration Programme, is a response to our cross-generational dilemma about what to do with abandoned and poorly maintained assets owned by the nation and the people. It’s a powerful shift in how we think about value, sustainability, and innovation, and I believe that’s what we’ve promised the nation”.

“It fits squarely within the broader vision of President Bola Ahmed Tinubu’s administration: to build a productive, self-reliant, and diversified economy. Our goal, therefore, is to ease this transition to expand the potential and productivity of Nigeria’s agricultural, industrial, and creative sectors through smart investments in infrastructure, skills, and innovation. “We must commend NASENI for stepping forward with this brilliant idea to mitigate a national tragedy. Beyond this promise to refurbish hardware, NASENI has shown a great capacity to serve as a national nerve centre for technology transfer, home-grown engineering, and adaptive innovation. This is why we must support them.”

In his special remarks, the Chief Host, Executive Governor of Borno State, Prof Babagana Umara Zulum, said these tractors being commissioned were procured by his predecessor, Sen. Kashim Shettima when he was the executive governor of Borno State.“ He procured 1,000 tractors with their implements.

“His investment is the single largest not just in Borno state but also in Nigeria. The National Assets Restoration programme we are launching could not have been possible without that foundational investment”, he added, commending NASENI for restoring broken down tractors owned by Borno state government without collecting money from the state government”, the Governor said.

Mr. Khalil Suleiman Halilu, executive vice chairman, NASENI, in his keynote address said the Agency was showing that Nigerian problems can have Nigerian-engineered solutions.

“We are building local capacity, developing talent pipelines, and enabling technology transfer at scale. We are turning NASENI into a true national enabler-quietly but boldly proving that government can deliver, and that transformation is possible”, the EVC said.

When we set out to design the Asset Restoration Programme at NASENI, we were not just looking for another project to tick off. We were confronting a reality: that all across Nigeria, from farms to security outposts, public assets worth trillions of naira had been written off, locked away, or left to rust—not because they were beyond repair, but because there was no clear system to bring them back to life.

He said our national survey revealed that Nigeria holds over 47,000 broken-down but serviceable agricultural and law enforcement assets. The cost to replace them would exceed ₦14 trillion. “But at NASENI, we asked a simple question: Why replace what we can restore?

“With the right engineering, the right people, and the right partnerships, we found that we can recover these assets for just 15 to 25% of their replacement value—and still achieve full functionality. That is over ₦10 trillion in national savings, while reviving productivity, jobs, and security on the ground,” he added.

He thanked President Bola Ahmed Tinubu, and Vice President, Kashim Shettima for their endless support, belief in our mission, and their constant encouragement that we must not only think big—but act fast.

He thanked Governor Zulum for his support and leadership which have helped bring this vision to life here on Borno soil—turning his state into the first node in this national restoration network.

In his address, Minister of Agriculture and Food Security, Sen. Abubakar Kyrai who reeled out statistics of broken-down tractors nationwide said the National Assets Restoration Programme is a welcome development and it will be instrumental to meeting the foods security goal of the Renewed Hope Agenda of government. He commended the EVC of NASENI for the bold vision in rebuilding and repositioning NASENI.

Earlier, Engr. Mohammed Yadudu, Programme Coordinator, Asset Restore, NASENI, said with support from NASENI’s technical partner, the Machine and Equipment Corporation Africa (MECA) in December 2024, began to restore back idle government assets that have long fallen into disuse but held immense value for agricultural economy.
