The National Identity Management Commission (NIMC) recent report shows the country’s National Identity Number (NIN) enrolments crossed 117 million as of February 28, 2025.

According to the latest enrolment statistics from the NIMC dashboard, 66,281,803 (56.5%) of the registered individuals are male, while 51,079,521 (43.5%) are female.

From the NIMC report, Techeconomy brings to you the 10 States with the lowest NIN enrolments:

  1. Bayelsa recorded a total of 758,111 registrations, with 416,015 males and 342,096 females.
  2. Ebonyi followed with a total of 990,775 registrations, comprising 537,939 males and 452,836 females.
  3. Ekiti had a total of 1,143,102 registrations, with 566,229 males and 576,873 females.

Other States with low NIN registration include

  1. Cross River, which recorded 1,397,233 registrations;
  2. Taraba, with 1,768,754;
  3. Yobe, with 1,857,532;
  4. Kogi, with 1,912,382;
  5. Enugu, with 1,946,464;
  6. Kwara, with 2,004,667; and
  7. Imo, with 2,024,423.

Lagos recorded the highest enrollment figure with 12,612,334 registrations, consisting of 6,870,915 males and 5,741,419 females.

Kano followed with 10,246,055 registrations, including 5,924,126 males and 4,321,929 females.

Kaduna had 6,945,818 registrations, with 3,832,083 males and 3,113,735 females.

As at August 28, 2023, the National Identity Management Commission (NIMC) has issued 102.39 million National Identification Numbers (NIN) to Nigerians.

From the NIMC’s report, here are the top ten (10) States with the lowest NIN enrolments.

1. Akwa-Ibom State (1.7 million)

2. Imo State (1.7 million)

3. Kogi State (1.7 million)

4. Enugu State (1.64 million)

5. Yobe State (1.6 million)

6. Taraba State (1.47 million)

7. Cross River State (1.17 million)

8. Ekiti State (1 million)

9. Ebonyi State (818,173) and

10. Bayelsa State (642,233.1)

In terms of the gender distribution of the enrollees, the NIMC data also disclosed that 58.15 million, representing 56.8 per cent of Nigerians so far captured in the NIN database are male, while 44.23 million, representing 43.2 per cent of the total enrollees are females.

From all indications, the slowdown in enrollments may affect Nigeria’s ambition of issuing 148 million NINs by June 2024.

Recall that the World Bank’s target under the Digital Identification for Development (ID4D) project, was for Nigeria to have issued 148 million NIN by June 2024.

Aside from issuing NIN to 148 million Nigerians by 2024, the bank listed other targets to include the issuance of NIN to at least 65 million female Nigerians by June 1, 2024, as well as 50 million NIN to children under 16 years of age.

The data revealed that enrolment for the identity number was yet to pick up after slowing down in July.

However, with the recent appointment of Engr. Abisoye Coker-Odusote, a new director-general, NIMC assured that it has started working to accelerate the issuance of the digital identity token in line with the renewed hope mandate of President Bola Tinubu’s administration.

The National Identity Management Commission (NIMC) has issued 102.39 million National Identification Numbers (NIN) to Nigerians as of August 28, 2023.

This was disclosed by the commission in its NIN enrollment data released on Wednesday this week.

The data revealed the top ten (10) states leading the NIN enrolments. They are;

1. Lagos State (11.17 million)

2. Kano State (9.07 million)

3. Kaduna State (6.3 million)

4. Ogun State (4.3 million)

5. Oyo State (3.9 million)

6. Katsina State (3.5 million)

7. FCT (3.4 million)

8. Rivers State (3 million)

9. Bauchi State (2.7 million)

10. Delta State 2.7 million.
