At the unveiling of the projects being driven by the Nigerian Communications Commission (NCC), which held at the Transcorp Hilton, Abuja, Prof Isa Ali Ibrahim Pantami, the Minister of Communications and Digital Economy, who presided over the event, said the projects underscores the importance of broadband connectivity and access as central to the accomplishment of the targets of the National Digital Economy Policy and Strategy (NDEPS) 2020-2030 for a digital Nigeria, and that the project is in line with the mandates of President Muhammadu Buhari on job creation and economic diversification.

Pantami, who was joined by Mallam Mohammed Bello, the Minister of Federal Capital Territory (FCT), at the event, disclosed that the key infrastructure being provided for the project, comprise of broadband infrastructure for tertiary institutions of learning; broadband infrastructure for MSME; distribution of 6,000 e-pad tablets, in addition to provision of broadband connectivity to 20 markets as a pilot.

He said the interest in supporting the MSMEs is justified by their current contribution of more than half of Nigeria’s Gross Domestic Product (GDP) prior to COVID-19 outbreak, and now constitute 96.7 per cent of entire businesses in the country, and therefore, “any effort to develop our economy without bringing such important sector into the equation will amount to efforts in futility.”

At the event, which had in attendance the Chairman of the Board of the NCC, Prof. Adeolu Akande; the Executive Vice Chairman of the Commission, Prof. Umar Danbatta; the Executive Secretary, National Universities Commission (NUC), Prof. Abubakar Rasheed; and the Executive Secretary, National Board for Technical Education (NBTE), Prof Idris Bugaje, a book authored by Pantami, titled “Skills Rather Than Just Degrees” with foreword written by Brad Smith, President of Microsoft Corporation, was unveiled for the industry.

Pantami said the book is his intellectual contribution to bridging skills gap to enable Nigerians to tap into the opportunities that exist in Information and Communications Technology (ICT) and other sectors of the economy.

The book was reviewed by three different Vice Chancellors – Prof. Muhammad Abdulazeez of Abubakar Tafawa Balewa University, Bauchi; Prof Owuanari Georgewill of University of Port Harcourt; and Prof. Sagir Adamu Abbas of Bayero University Kano, who commended the efforts of the Minister in putting his thoughts and experience to paper. They recommended the book, which they commended highly.

In their comments, NCC’s Akande and Danbatta, corroborated that the project will fast-track and enhance the ongoing efforts of the NCC’s to deepen connectivity towards achieving the targeted broadband penetration of 70 per cent by 2025.

Prof. Akande, NCC’s Chairman, assured of the commitment of the Commission in completing the projects, which will add the necessary fillip to achieving the major objectives spelt out in the NDEPS, 2020-2030.

Prof. Danbatta, the EVC of NCC, highlighted the Commission’s drive towards deepening broadband penetration in the country and the promotion of digital skills acquisition to improve service delivery in other sectors of the economy, including education, commerce, healthcare, agriculture, finance, transportation, governance, among others.

The event attracted so many stakeholders especially from the academia, as well as technology enthusiasts, including prospective start-up companies, fintech organisations and other interested sectors whose activities are billed to be energized through diligent implementation of the NDEPS and other extant policies guiding the digital economy agenda of the Nigerian government.

Nigeria: FEC Approves Tax Relief, Other Incentives for Startups https://techeconomy.ng/nigeria-fec-approves-tax-relief-other-incentives-for-startups/ https://techeconomy.ng/nigeria-fec-approves-tax-relief-other-incentives-for-startups/#respond Sat, 21 May 2022 08:16:31 +0000 https://techeconomy.ng/?p=74534 Nigeria’s Federal Executive Council (FEC) has approved a plan to incentivise and further harness Nigeria’s digital innovation and entrepreneurship ecosystem, during its meeting on 18th May, 2022.

This followed the presentation of a memo by Professor Isa Pantami, the Minister of Communications and Digital Economy,

Going by the approval, the government is working towards the implementation of strategies to encourage and support the development and growth of more Innovation-Driven Enterprises (IDEs), which have the potential to create millions of additional jobs in the country.

This will also help to develop innovative solutions to societal problems, and rapidly grow, as well as diversify the Nigerian economy, in line with the National Digital Economy Policy and Strategy (NDEPS) for a Digital Nigeria.

Confirming the development, Dr Femi Adeluyi, Technical Assistant (Research & Development) to the Minister, said that a number of the proposed strategies resulted from recommendations that were made at an interactive forum held on 22nd February 2022, where the Pantami-led Federal Government Delegation on a working visit to the Lagos digital innovation ecosystem.

The delegation included the Director-General of NITDA, the Executive Vice Chairman of the Nigerian Communications Commission (NCC), the Post Master General and the Managing Director of Galaxy Backbone Plc.

“The visit provided a useful platform for open and interactive discussions on the ecosystem’s pertinent challenges and interventions required from the government to enable the ecosystem achieve its full potential. The forum was attended by 143 ICT and Startup Companies.

“The delegation also paid a visit to 3 selected tech startups, namely: Flutterwave (currently valued at US$3 billion), Treepz (with a current funding of US$3.1 million) and Reliance Health (with US$48.3 million in funding).

“It is worthy to that under the able administration of His Excellency, President Muhammadu Buhari, GCFR, Nigeria became home to 5 of about 8 Unicorns (startup companies valued at over US$1Billion) on the African Continent”.

Furthermore, Nigerian startups attracted about 35% (estimated at US$1.4Billion) of the over US$4Billion raised by African startups, which is the highest raised by any startup ecosystem on the continent. Most importantly, it has created a significant number of jobs.

For instance, Jumia, an e-Commerce company, provides over 3,000 direct jobs according to Jobberman’s 2020 Digital Sector Report.

The report also asserts that the Nigeria’s Digital Economy has the potential to create an average of 1.3million tech-enabled jobs across industries in 5 years (i.e. by 2025).

To further strengthen the ecosystem, the Federal Executive Council approved the following recommendations,  in line with the Executive Order 003 and Presidential Order 005:

  1. that the Federal Ministry of Finance, Budget and National Planning and the Nigerian Investment Promotion Commission (NIPC) should prioritise the granting of Tax Reliefs and other Incentives such as the Pioneer Status Incentive (PSI) Scheme to the technology and innovation ecosystem;
  2. that the Nigerian Copyright Commission, the Trademarks Registry, and the Patents and Designs Registry should work with the National Information Technology Development Agency (NITDA) in developing an Intellectual Property (IP) framework for the technology and innovation ecosystem within two (2) months; and
  3. that the Bureau of Public Procurement (BPP) should work with NITDA to develop a framework that will ensure the involvement of technology innovation startups in government procurement processes to encourage ideation, innovation and design of solutions to solve development challenges within two (2) months.

“The Nigeria Startup Bill (NSB) was earlier approved by the Federal Executive Council and forwarded to the National Assembly and the process is about 90% complete.  The approval of the incentives at the Council will consolidate the gains recorded for far in the NSB process.

“The implementation of the National Digital Economy Policy and Strategy (NDEPS) emphasises the importance of the innovation and startup ecosystem to the development of an indigenous digital economy.

“The Ministry will continue to position Nigeria to develop this ecosystem in order to transform Nigeria into a country with a sustainable and thriving digital economy”.
