Nigeria’s capital city, Abuja, came alive as policymakers, innovators, and global tech leaders gathered for the 18th International Conference on Theory and Practice of Electronic Governance (ICEGOV 2025) a landmark event that reaffirmed the country’s ambition to lead Africa’s digital revolution.

At the heart of the conference, held at the Shehu Musa Yar’Adua Centre, was a clear message: Nigeria is ready to shape the future of digital governance through innovation, research, and collaboration.

A Renewed Digital Vision

Guided by President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritizes economic reform, infrastructure development, good governance, and digital inclusion, Nigeria used the ICEGOV 2025 platform to reaffirm its commitment to driving a people-centered digital economy.

Leading this charge were Dr. Bosun Tijani, minister of Communications, Innovation and Digital Economy, and Kashifu Inuwa, director-general of the National Information Technology Development Agency (NITDA).

Together, they echoed a unified vision: technology must not only fuel economic growth but also build trust, transparency, and efficiency in governance.

Setting the Global Digital Governance Agenda

Co-chaired by Prof. Tshilidzi Marwala, Rector of the United Nations University and UN Under-Secretary-General, alongside Dr. Tijani, the 18th edition of ICEGOV, themed “Shaping the Future of Digital Governance through Cooperation, Innovation, and Inclusion”, brought together experts from academia, government, and industry to explore how technology can improve public service and social inclusion.

Prof. Marwala, in his keynote, called for the responsible and inclusive development of artificial intelligence (AI), stressing that AI must serve humanity, not divide it.

“Artificial intelligence is shaping many areas of our lives, but it must be designed so that it does not leave anyone behind. AI will remain suboptimal until it works equally for all people, including Africans,” he said.

He urged leaders to democratize AI by ensuring that citizens have not only access to the technology but also a collective voice in deciding its use, a call that resonated strongly with Nigeria’s digital inclusion agenda.

Tijani: Innovation Must Serve Humanity

In his keynote address, Dr. Bosun Tijani described Nigeria as standing at the intersection of innovation, youth, and digital transformation.

“The state of a society reflects the ideas that dominate it. When good ideas strike, nations prosper; when bad ideas prevail, nations decay,” he said.

He introduced a thought-provoking model, the Source Balance Ratio, explaining how diverse ideas from government, civil society, academia, and the private sector must align to create effective digital policies.

Dr. Tijani emphasized that technology should always be guided by ethics and research rather than politics or profit.

“If our ideas are driven solely by short-term gains, we end up with regulations that react to innovation rather than guide it,” he cautioned.

NITDA’s Commitment to Digital Skills and Public Infrastructure

Echoing the Minister’s vision, Kashifu Inuwa described ICEGOV 2025 as a milestone in Nigeria’s journey to becoming a digital governance powerhouse.

He highlighted several ongoing initiatives under the Ministry’s strategic roadmap, Accelerating the Nation’s Collective Prosperity through Technical Efficiency, built on five pillars: Knowledge, Policy, Infrastructure, Trade, and Innovation.

Among the achievements he cited:

 • National Digital Literacy Framework: to equip every Nigerian with digital skills from early education to adulthood.
 • Collaboration with the Ministry of Education: to integrate digital literacy into school curricula by next year.
 • 3 Million Technical Talent (3MTT) Programme: training Nigerians in high-demand digital skills.
 • Civil Service Digital Training Initiative: with over 24,000 public servants already enrolled.
 • Digital Public Infrastructure (DPI): development of a national data exchange platform and a Centre of Excellence for DPI to promote trust, transparency, and interoperability in governance.

“Digital transformation is not just about technology; it’s about improving how we serve citizens. Governance must meet people where they are, online,” Inuwa remarked.

Collaborating for Africa’s Digital Future

The conference drew a distinguished lineup of dignitaries, including Prof. Suwaiba Said Ahmad, Minister of State for Education; Mrs. Didi Esther Walson-Jack, Head of the Civil Service of the Federation (represented by Mrs. Fatima S.T. Mahmood); Senator Shuaibu Afolabi Salisu, chairman, Senate Committee on ICT & Cybersecurity; and Stanley Adedeji, chairman, House Committee on ICT.

They commended the Federal Government’s leadership in advancing digital governance, AI ethics, and innovation ecosystems, noting that sustained progress will depend on multilateral collaboration, institutional capacity-building, and stronger digital public infrastructure.

Nigeria’s Leadership on the Global Stage

As ICEGOV 2025 concluded, one message rang clear: Nigeria’s digital reform agenda is not a local ambition, it’s a continental mission.

With its growing investment in digital literacy, AI policy frameworks, and public sector innovation, Nigeria is positioning itself as a key player in shaping the future of electronic governance in Africa.

In the words of Dr. Tijani:

“Digital technologies are no longer just economic tools; they reshape our societies and our citizenship. Our responsibility is to ensure that innovation is guided by ethics, inclusivity, and the public interest.”

The Federal Government has launched a new digital platform to manage the registration, certification, and professional development of teachers across Nigeria, describing it as a step towards fixing long-standing gaps in the education sector.

Unveiling the initiative in Abuja, the Minister of Education, Dr. Tunji Alausa, said the Teachers Registration Council of Nigeria (TRCN) developed the portal to centralise and streamline teacher management nationwide.

According to him, the platform is designed to handle licensing, renewals, examination scheduling, and professional development tracking. It will also operate as a national database for teacher performance and career growth.

It will also enable examination scheduling, professional development tracking as well as serve as a national database for teachers performance and career progression,” Alausa stated.

The reforms, he explained, go beyond technology, including a new strategic framework that focuses on professionalisation, digitalisation, accountability, equity, and alignment with global standards.

One of the key policies will be the Teacher Ethics and Criminal Record Verification Framework, which will become mandatory for all educators. “This is not punitive; it is protective. It is about safeguarding our children and upholding the moral integrity of our classrooms,” he added.

Private school owners are also expected to confirm the TRCN registration and ethical clearance of their teachers using the secure verification system integrated into the portal.

TRCN Registrar, Dr. Ronke Soyombo, said digitising the council’s operations formed part of her 100-day action plan. She explained that the portal would allow teachers to complete registration, access results, and print certificates remotely without visiting TRCN offices.

With this portal, teachers across Nigeria can conveniently register, access their results, and print their certificates from the comfort of their homes without visiting state offices,” she said.

She added that the Professional Qualifying Examination (PQE) had been restructured from 23 subjects into five core areas: foundational mathematics, literacy, digital literacy, safeguarding, and pedagogy.

She also revealed that an AI-powered lesson plan generator would be introduced in October to provide contextualised teaching materials.

Dr. Patrick Adeleye, CEO of TeckPlus Digital Solutions, the firm that built the system, disclosed that the project started 20 months ago to address poor teacher data management. “Before now, we did not have accurate figures on the number of teachers in Nigeria, how many were certified, or even qualified to be in the classroom. This affected the overall learning outcome,” he said.

International partners present at the launch welcomed the initiative. The British Council’s Director of Programmes, Chikodi Onyemerela, described it as a milestone in education reform, while Ian Attfield, Senior Education Adviser at the British High Commission, noted that better data management would help motivate teachers.

Mohammed Isa, senior special assistant to President Bola Tinubu on Special Needs and Equal Opportunities, urged that the portal for teachers’ registration and certification include accessibility features such as screen readers, sign language tools, and digital braille. He said this would align with the administration’s Renewed Hope Agenda and ensure inclusivity for all learners.

SMEDAN: ₦11 Billion Funding Mobilised to Drive SME Growth, Targets Industrial Revival https://techeconomy.ng/smedan-%e2%82%a611-billion-funding-mobilised-to-drive-sme-growth/ https://techeconomy.ng/smedan-%e2%82%a611-billion-funding-mobilised-to-drive-sme-growth/#respond Fri, 30 May 2025 07:27:24 +0000 https://techeconomy.ng/?p=159751 SMEDAN has created over 100,000 jobs in the last two years

The post SMEDAN: ₦11 Billion Funding Mobilised to Drive SME Growth, Targets Industrial Revival appeared first on Tech | Business | Economy.

]]>
Within the last two years, the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) has raised over ₦11 billion in funding to support small businesses nationwide.

The funds, according to the agency, have helped create more than 100,000 jobs across different sectors, part of its strategy to revive the country’s economy through grassroots enterprise.

In an exclusive conversation with NAN, the Director-General of SMEDAN, Charles Odii, laid bare the scale of the agency’s operations. SMEDAN has gone beyond access to money, combining finance, equipment, and regulatory support to expand the capacity of Nigeria’s SME sector.

We have mobilised over ₦11 billion to make financing more affordable for small businesses and helped create more than 100,000 new jobs across the country,” Odii said.

This achievement, he noted, is tied to the Tinubu administration’s Renewed Hope Agenda. But while the political umbrella gives the initiative a national face, the on-ground execution has been anything but cosmetic.

SMEDAN has been working with the National Assembly and foreign partners such as the United Nations Development Programme (UNDP), Google, and GIZ to offer practical support, particularly in the areas of digitisation and technical capacity building.

In parallel, SMEDAN has reactivated previously dormant Industrial Development Centres (IDCs), including facilities in Abuja, Osun, and Katsina.

These hubs are now functional again, providing small businesses with reliable power, access to modern machinery, and hands-on operational support. It’s a big change from the past when small businesses were expected to grow without infrastructure.

Odii explained, “As part of efforts to revitalise local production, SMEDAN has also restored operations at several Industrial Development Centres, including those in Abuja, Osun, and Katsina States, where small businesses now benefit from access to modern machinery, steady power supply, and enterprise support.”

He stressed that SMEDAN’s collaboration with regulatory agencies, Corporate Affairs Commission (CAC), NAFDAC, Standards Organisation of Nigeria (SON), and the Federal Inland Revenue Service (FIRS), is helping businesses formalise without the traditional bottlenecks.

Formalisation remains a key focus. SMEDAN has partnered with key regulatory agencies to ease the business environment,” he said.

That includes support for business registration, tax compliance, and access to standards and quality certification, barriers that previously limited many small business owners to informal trading.

Odii also pointed to youth-focused initiatives. SMEDAN is currently working with the National Youth Service Corps (NYSC) to convert bright ideas into viable businesses. The approach was to identify talent early, offer tools, and back them with business education and resources.

This is what the Renewed Hope Agenda looks like in action; real support, real results, and a growing ecosystem where Nigerian businesses can thrive,” he stated.

An example is the SMEDAN Garment and Textile Hub in Abuja’s Idu Industrial Development Centre. Powered by solar and supported by the UNDP, the centre gives fashion entrepreneurs access to affordable machinery and consistent electricity, helping them scale up their operations.

The solar-powered hub, made possible through a partnership with the UNDP, enables fashion entrepreneurs to access affordable industrial machines and stable power supply, thereby increasing productivity and job creation,” Odii explained.

Beyond hubs and partnerships, SMEDAN is pushing the “GROW Nigerian” strategy, an acronym for Guidance, Resources, Opportunities, and Workforce support. It’s designed to boost job creation and also deepen resilience within communities by anchoring local economies around empowered SMEs.

The result is more jobs, stronger businesses, and greater value unlocked within communities nationwide.”

Not letting inflation, high costs, and policy shocks limit its goals, SMEDAN is building the foundation of a more stable and inclusive economy.

]]>
The National Information Technology Development Agency (NITDA) has begun a full-scale rollout of its Digital Literacy for All (DL4ALL) programme across Nigeria’s 36 states and the Federal Capital Territory.

After concluding a pilot phase that reached over 150,000 participants in 12 states, the agency is now taking the initiative nationwide with one objective: to train at least 70% of the population with essential digital skills by 2027, and 95% by the end of the decade.

The DL4ALL programme is part of the Federal Government’s strategy to build a digitally capable society under President Bola Tinubu’s Renewed Hope Agenda. The stakes are high, and NITDA is treating this as a national emergency on digital illiteracy.

The structure of the training rests on six practical focus areas: Device and Software Operation, Information and Data Literacy, Communication and Collaboration, Digital Content Creation, Online Safety, and Problem Solving.

Each area is built to offer hands-on, accessible instruction, targeting not just urban dwellers but also communities in remote locations where access to technology remains limited.

We are building a future where no Nigerian is left behind,” NITDA said. That statement reiterates the agency’s current approach—direct, ambitious, and firmly rooted in collaboration with local governments, development agencies, and private sector partners.

Unlike previous initiatives that usually stagnated after launches, DL4ALL is designed to evolve. It goes beyond conventional training models, blending digital inclusion with national development goals.

The idea is not to create millions of software engineers overnight, but to ensure that the average Nigerian understands the basics of digital tools well enough to function, grow, and even innovate within today’s economy.

The Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, has consistently pushed for measurable outcomes. Earlier this year, he unveiled plans to train 1.1 million residents in Enugu State alone by 2027, under the same programme.

It’s part of a wider digital literacy agenda that includes the 3 Million Technical Talent (3MTT) initiative. According to him, “All training programmes of this administration are geared towards ensuring that 90% of Nigerians are digitally literate by 2030.”

Dr. Tijani also made it clear that this doesn’t mean the country is trying to produce 90% software engineers. “Being digitally literate does not mean that 90% of Nigerians will become tech talents,” he said. “It means they would be given the foundation to be able to choose to participate in the digital economy.”

That foundation is exactly what DL4ALL intends to provide; as the programme scales across the country, NITDA has promised to monitor progress, measure impact, and adjust where needed to ensure the outcomes are tangible and inclusive.

]]>
The federal government has sealed a deal with the Japan International Cooperation Agency (JICA) to build a multimillion-dollar innovation hub in Abuja.

The project, backed by a ¥1.6 billion grant — that’s about $12.1 million or over N18 billion — and is aimed at raising tech entrepreneurs across the country.

The deal was formally signed in Abuja at the Ministry of Budget and Economic Planning, where government officials and Japanese delegates gathered to finalise the agreement. Representing Nigeria was Senator Abubakar Atiku Bagudu, while Mr. Hitoshi Kozaki stood in for Japan.

No long talk — this is about serious business.

This is beyond just a normal handshake in the name of “partnership.” The Japanese money is going into bricks, networks, and brains.

The Abuja innovation hub will rise as a central structure in Nigeria’s growing tech ecosystem, and it’s not just about the building — it’s about what’s going to happen inside it. Talent will be shaped. Ideas will be tested. Ventures will rise.

Over the next five years and eight months — from April 2025 until December 2030 — the National Information Technology Development Agency (NITDA) and the Nigeria Sovereign Investment Authority (NSIA) will jointly steer the project. The goal is to get young Nigerians to create businesses that can scale beyond Nigeria and rival some of Africa’s top startups.

There’s a clear line from this project to the presidency. President Tinubu’s Renewed Hope Agenda has been flagged as the backdrop for this initiative, a comprehensive economic blueprint that leans on tech and private sector investment to drive job creation.

Kashifu Inuwa, director general of NITDA, pointed to earlier collaborations with JICA, particularly the iHatch incubation programme, which he described as a concrete example of results.

We have been collaborating with them on so many initiatives like iHatch. The pilot we did resulted in creating over 117 direct jobs and more than 370 indirect jobs, and now we are working together with them to expand it to all 36 states and the FCT,” he said.

The iHatch programme offers six months of startup incubation, helping teams build real products using Japanese technical support. It’s the kind of targeted intervention that goes beyond workshops and buzzwords. Real ventures. Real jobs.

But it doesn’t stop there.

NITDA and JICA have also been connecting the dots between Nigerian and Japanese innovators. Startups are getting the chance to network, learn, and even showcase their products in Japan — a rare opening in a country where international exposure can be a game-changer.

Women aren’t being left out of the equation either. Last month, both agencies rolled out the “IgniteHer” Entrepreneurship Bootcamp — a five-day intensive in Abuja aimed at giving women founders the tools to break structural barriers and scale their businesses.

There’s a lot on the table. Money, mentorship, access, and infrastructure. What remains is execution.

In a bid to make Nigeria greener and cleaner, the Federal Government has commissioned a solar-powered electric vehicle (EV) charging station in Abuja.

The initiative, led by the Ministry of Innovation, Science, and Technology, was officially launched on Thursday in partnership with the Electric Motor Vehicle Company (EMVC).

The charging station, located at the headquarters of the Energy Commission of Nigeria (ECN), was built to serve as a blueprint for future sustainable energy projects. Minister of Innovation, Science, and Technology, Uche Nnaji, described the move as a big win in Nigeria’s transition to clean energy and a step towards reducing the country’s reliance on fossil fuels.

At the commissioning, Nnaji stressed the importance of this project in aligning with President Bola Tinubu’s Renewed Hope Agenda, which emphasises sustainability and innovation. He urged stakeholders to build on this initiative and ensure electric mobility is not just an experiment but a widespread reality in Nigeria.

This project is more than just an infrastructure milestone; it is a testament to our nation’s resolve to embrace technological advancement in energy and transportation,” he stated.

Beyond reducing emissions, the government sees electric mobility as a means to cut fuel dependency and create jobs in the green economy. Nnaji reaffirmed the ministry’s focus on developing policies that foster investment in sustainable transport and clean energy solutions.

Dr Mustapha Abdullahi, director-general of the ECN, highlighted the station’s advanced design, which allows it to operate using both solar photovoltaic (PV) energy and power from the national grid. He explained that the system includes a fast-charging feature that can fully power an electric vehicle in just 30 minutes.

The facility is equipped with a 20-kilowatt lithium battery and a BVA intelligent inverter to ensure quick charging and ease of maintenance,” Abdullahi said. He further noted that the project aligns with Nigeria’s climate commitments and clean energy policies, aiming for net-zero greenhouse gas emissions.

Abdullahi commended the collaboration between the ECN and EMVC, recognising the latter as a pioneering force in Nigeria’s electric vehicle industry. He also expressed gratitude to the Minister for his leadership and support in making the project a reality.

The unveiling of the charging station aligns with the government’s goal to promote EV adoption in Nigeria. However, challenges such as infrastructure development, affordability, and energy supply remain.

Nnaji stressed the need for collaboration between the private sector and government agencies to scale up similar projects across the country.

This is just the beginning. We must collectively work towards expanding this initiative across Nigeria, ensuring electric mobility is not just an idea but a practical solution,” he added.

In the rapidly evolving global digital landscape, nations must constantly adapt, innovate, and secure their technological ecosystems.

Nigeria’s IT ecosystem, under the stewardship of Kashifu Inuwa Abdullahi, the Chief Information Technology Officer and Director General of the National Information Technology Development Agency (NITDA), is emerging as a beacon of digital transformation.

Through strategic international and local stakeholder engagements, Inuwa is steering Nigeria’s digital sector toward unprecedented growth, aligning with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Recently, Inuwa’s international engagements reflect his commitment to positioning Nigeria as a global digital leader.

During GITEX Global 2024, one of the world’s premier technology events, he delivered a keynote address on “Securing Africa’s Digital Future: Nigeria’s Cybersecurity Roadmap.”

In this address, he meticulously outlined Nigeria’s cybersecurity framework, a cornerstone of the nation’s ambition to foster a secure and resilient digital ecosystem.

Emphasising the critical role of digital innovation in economic diversification, Inuwa mapped out five foundational pillars: digital fluency, cybersecurity skills, robust policy frameworks, technological innovation, and cybersecurity innovation roadmaps.

He left no stone unturned in highlighting Nigeria’s commitment to closing the cybersecurity skills gap, securing data systems, and developing a national cybersecurity architecture aligned with global standards.

In addition to cybersecurity, Inuwa has shown a remarkable capacity to engage with international stakeholders, fostering collaborations that promise to boost Nigeria’s digital ecosystem.

His meetings with executives of the Dubai World Trade Centre (DWTC) at GITEX 2024 exemplify this.

He engaged (DWTC) towards organising GITEX Nigeria 2025 to chart ways for inclusive stakeholder participation in the event, positioning Nigeria as a prime destination for global investors.

He rightly argued that Africa’s largest economy, brimming with a vibrant youth population and a burgeoning tech startup scene, is ripe for value-driven investments.

In line with President Tinubu’s Renewed Hope Agenda, which seeks to transform Nigeria’s agricultural sector through innovation, Inuwa has spearheaded collaborative efforts between NITDA and the National Agricultural Development Fund (NADF).

This strategic partnership aims to harness cutting-edge technology to address the myriad challenges plaguing the agricultural sector, from resource optimisation to improving productivity.

The signing of a Memorandum of Understanding (MoU) between the two entities marks a watershed moment in Nigeria’s quest for food security.

The goal is to integrate technology into agriculture, drive innovation, and ultimately enhance national food security efforts of the present administration.

Inuwa’s local engagements are equally impressive. His keynote address at the Nigeria Govtech Conference and Awards touched the role of digital innovation in fostering economic growth and empowering citizens.

He emphasised the importance of a comprehensive agenda focused on human capital development, digital literacy, and skills training, particularly in both formal and informal sectors.

This vision aligns seamlessly with President Tinubu’s commitment to leveraging technology to build strong institutions that enhance governance and improve the quality of life for Nigerians.

On a broader continental stage, Inuwa’s participation in the 3rd Moonshot Annual Tech Conference in Lagos, alongside tech leaders from across Africa, further solidified his status as a digital economy visionary.

In his panel discussion on “Building Digital Economies for the World,” Inuwa articulated the need for governments to collaborate with the tech ecosystem in developing robust regulations that support cross-border data exchange within the continent.

He advocated for building Digital Public Infrastructures (DPI) to unlock the full potential of Africa’s digital economy, positioning Nigeria as a leader in the Fourth Industrial Revolution.

Inuwa’s leadership in promoting Digital Public Infrastructure (DPI) was also front and center at the 17th International Conference on Theory and Practice of Electronic Governance (ICEGOV 2024) in Pretoria, South Africa.

Representing the Honourable Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, Inuwa reiterated the need for scalable, inclusive, and secure DPI that builds trust between governments and citizens.

Kashifu Inuwa also introduced the African DPI Community, a platform for collaboration aimed at accelerating digital transformation across the continent.

In line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, the federal government has injected N1.5 billion into the Nigerian movie industry.

The funding, part of the N5 billion Creative Fund established in collaboration with Providus Bank in December 2023, aims to enhance the growth and development of the creative sector.

The initial disbursement of the Creative Fund began in May 2024, with N1.5 billion allocated to four actors and producers. Fegho Umunubo, the Special Assistant to the President on Digital and Creative Economy, shared this development on social media. He urged creatives seeking financial support to contact Providus Bank via email.

This initiative is designed to bolster Nigeria’s creative industry, which is rapidly expanding. The government is currently reviewing applications for the second round of funding to ensure more projects receive the necessary support.

In addition to this fund, the federal government is set to collaborate with the African Development Bank (AfDB) on a $617 million IDICE Fund. This fund targets the digital technology and creative sectors, aiming to drive socio-economic progress and position Nigeria as a leader in the global digital economy. The iDICE programme, supported by the Islamic Development Bank (IsDB), Bank of Industry (BOI), and AfDB, will span five years.

The government has also extended financial assistance to fashion startups, providing between N2-5 million per business in Enugu and Jigawa states. Initiated in May 2024, this support is targeted towards helping fashion trainees who have completed their programs to scale their businesses.

Again, a $3 million international investment has been secured for creative industry training in partnership with French companies, aimed at training Nigerian creatives with globally competitive skills. The NaijabrandChick Trade Fair has received N1 million per business for three enterprises showcasing Nigerian culture and creativity online.

The National Bureau of Statistics (NBS) categorizes Nigeria’s creative sector into five sub-sectors: Media and Entertainment, Beauty and Lifestyle, Visual Arts, and Tourism and Hospitality.

Currently, this sector employs around 4.2 million people. Projections suggest that the creative industry could create an additional 2.7 million jobs within the next four to five years.

According to Mustard Insights, the Nigerian creative economy is expected to reach a valuation of $15 billion by 2025, with the movie industry alone valued at $6.4 billion.
