Beyond Redress: Why Nigeria’s Consumers Need Resilience, Not Just Rights

For decades, consumer protection has been measured in fairly simple terms: the strength of our laws, the effectiveness of regulators, and whether a consumer wronged in the marketplace could get redress.

These metrics still matter. But the realities consumers face today demand that we rethink what effective protection actually looks like.

The National Bureau of Statistics puts Nigeria’s food inflation rate at 17.52 percent as of June 2026. Behind that figure are millions of households making small, difficult decisions every day, buying smaller quantities, substituting cheaper alternatives for nutritious food, or cutting some items from the budget entirely, all to keep pace with a shrinking naira and a rising cost of living.

It is tempting to file this away as an economic challenge. I see it as a consumer protection challenge.

Consumer protection has traditionally rested on a few pillars: safe products, accurate information, fair treatment, and functioning redress mechanisms.

But the marketplace is changing faster than that framework can keep up. Consumers today are navigating persistent economic uncertainty, climate shocks, rapid technological disruption, food prices that swing without warning, and financial decisions of growing complexity.

So the question worth sitting with is this: should consumer protection only step in after the damage is done, or should it also help consumers withstand the next shock before it arrives?

I believe the future lies in both. The second half of that equation is what I call consumer resilience, the ability of individuals and households to anticipate, adapt to, and recover from economic, environmental, and technological shocks while still making informed decisions that safeguard their well-being. It does not replace consumer protection as we know it; it is what makes that protection work.

Strong laws, real enforcement, accountability, and functioning redress channels remain essential. Regulation is not going anywhere.

But it cannot be the only shield standing between consumers and every disruption headed their way. People also need the knowledge and the practical means to be less exposed before a crisis hits, not just better protected after it.

The Food Security Test

Food security is a compelling case study. Rising prices have crept into ordinary routines in ways that are easy to miss until examined closely: shorter shopping lists, adjusted meals, families weighing affordability against nutrition in ways they rarely had to a few years ago.

Fixing this at scale requires sound policy, real investment in agriculture, and food systems that actually function. But resilience cannot be built by policy alone, some of it has to happen inside households and neighbourhoods.

This thinking shaped Consumer Advocacy and Empowerment Foundation (CADEF)’s GreenLiving Initiative, a practical intervention that helps people grow a portion of their own food in whatever space is available, launched as part of Green Action Week. On the surface, teaching people to grow food in sack bags or small urban plots looks like an agricultural or environmental programme. I see it as a consumer protection intervention.

When a household produces even a little of its own food, its options widen. When a forgotten corner of a compound starts yielding vegetables, that household’s exposure to volatile prices eases, even slightly. When neighbours begin exchanging seeds and knowledge, resilience stops being individual and becomes shared.

The value of this initiative is not that it solves food inflation, it does not, and was never designed to replace national agricultural policy or broader economic reform. Its real significance is proof that consumer protection can do more than react. It can equip people, too.

Beyond Food

The same logic extends well beyond food. Financial literacy builds resilience against debt traps and fraud. Digital literacy builds resilience against scams and misinformation. Access to renewable energy builds resilience against grid instability and rising energy costs.

Consumer education, broadly speaking, strengthens people’s ability to make sound decisions in markets that grow more complicated by the year.

These interventions may look different on the surface, but they share the same underlying goal: giving people greater capacity to adapt, recover, and thrive.

A Broader Scorecard

We should keep measuring progress by the metrics that have always mattered, complaints resolved, unsafe products pulled from shelves, rights strengthened on paper. But we should also start asking harder questions: How many consumers are better prepared for the next economic shock?

How many households have picked up a skill that will serve them for years? How many communities have grown stronger simply because people chose to share what they knew and what they had?

In a marketplace this unpredictable, the strongest consumer is not only the one whose rights are protected on paper. It is also the one with the knowledge, the confidence, and the practical means to navigate change with dignity intact, to make sound decisions under pressure, and to find opportunity even when circumstances work against them.
